APPROVE EXCELSIOR BOULEVARD (CSAH 3), PHASE II RECONSTRUCTION
PRELIMINARY PLANS

Proposed Action.
Staff recommends adoption of the following motion: Move that Council adopt
Resolution 99-8 . Resolution approvina Excelsior Boulevard reconstruction oreliminarv
plans. Lavout D1. Henneoin Proiect No. 9227 and orohibitina on-street oarkino alono
this seament of Excelsior Boulevard.
This action completes the Council approval for the preliminary plan, layout D1 and
authorizes Hennepin County to proceed to final design and acquire necessary right-of-
way, permits and easements.
Overview.
City staff requested City Council action on this item at the September 7th City Council
meeting. Blake School requested the item be continued in order to allow them more
time to react to the substantial changes in property taking necessitated by layout 01 as
compared to earlier layouts. Staff still believes that Blake School has relatively greater
ability to adjust and recover from the loss of additional property (vacant commercial and
other school property) than does the active retail operations within the Hopkins
Commerce Center. Therefore, staff is still recommending Council approve layout 01.

Analvsis of Issues
Need for double left turn lanes
The Hennepin County guideline for the need for double left turn lanes is based, in part,
on the number of vehicles requiring a left turn during the busiest traffic periods of the
day. The guideline is that a double left turn lane is needed if turning traffic exceeds 300
vehicles per hour. The current traffic count for left turns from eastbound Excelsior Blvd
to northbound Blake Road during the pm peak hour is 287 vehicles. The projected year
2020 traffic count for this same movement is 360 vehicleslhr. The need for the double
left turn lanes is also based on specific intersection conditions. For instance, a single
left turn lane may work if there is room for a longer left turn lane and the traffic signal
phasing times can be adjusted to allow adequate time to empty the longer turn lane. At
this particular intersection the turn lane cannot be lengthened due to the need for the
Pierce Road/Blake School parking lot turn lane. Further, traffic on the other legs of the
intersection is also heavy such that traffic signal phasing time for this left turn phase
cannot be lengthened without causing unacceptable delay and backups on other
approaches to the intersection. As a result, Hennepin County is requesting a double left
turn lane.
. Blake School Athletic Field impacts
Layout 01 will cause the south curb line of Excelsior Blvd to move closer to the athletic
fields. However, staff contends that there will not be a safety concern and athletic
events will be able to continue as they currently do. There will be a need for retaining
wall along the Blake School segment.
. Tax revenue implications regarding layout C3 vs. 01
The city currently receives $26,913 in property taxes from the two parcels of land
abutting Excelsior Blvd and owned by the Hopkins Commerce Center. This breaks out
at $.18/sf/yr (property) and $.57/sf/yr (improvements). The city receives no property
taxes from the Blake School vacant commercial property. From a pure land loss
standpoint, the city would lose $624.60/year (3,470 sf of Hopkins Commerce Center
land loss due to layout C3 X $. 18/sf) if layout C3 were approved vs. layout 01.
However, the greater tax loss could be due to reduced value of the property and
businesses due to access and parking impacts.

LAYOUT NO. DI HENNEPIN COUNTY PROJECT NO. 9227
WHEREAS. Layout No. Dt. Hennepin County Project No. 9227 showing proposed
improvement of Excelsior Boulevard (County State Aid Highway 3), withiR the limits of
the city has been prepared and presented to the city.
NOW THEREFORE BE IT RESOLVED. by the City Council of the City of Hopkins,
that said Layout No. Dl. with the exception of the road segment from Pierce Avenue to
the east end of the project, be in all things approved. that Hennepin county is hereby
authorized by the city to acquire all rights-of-ways, permits. and/or easements required
for said improvement in accordance with Layout No. 01. and that the city agrees to ban
the parking of motor vehicles at all times and to provide enforcement for the prohibition
of on-street parking on those portions of said Project No. 9227 within its corporate limits.
BE IT FURTHER RESOLVED. that the City Council of the City of Hopkins directs the
purchase of the East End Bottle House liquor store and barber shop property at 9175 and
9177 Excelsior Boulevard in order to serve the public purpose of establishing a
multipurpose trail parkway and consistent landscaped buffer area between the
reconstructed roadway and the single family residential area to the south.
