Approve Engineering Services Agreement, Excelsior Boulevard landscape and
streetscape improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council authorize the
City Manaoer to enter into an aoreement with Hoisinoton-Koeoler Group. Inc. for
preliminarv desion services reoardino Excelsior Boulevard landscape imorovements.
Overview.
There is a need to continue landscape/streetscape improvements along Excelsior
Boulevard from 9th Avenue to Blake Road. The proposed agreement, if approved,
would authorize Hoisington-Koegler Group staff to complete a landscaping/streetscape
concept design. The individual tasks, descriptions, and design elements are included in
the attached September 15, 19S9 HKG, Inc. letter. The fee for these services is
$11,500.00
Primarv Issues to Consider.
. Funding: These services would be funded from the Municipal State Aid Account.
The funding for the landscaping/streetscape improvements are included in the
Excelsior Boulevard, Phase II Capital Improvement Plan.
. Schedule: It is anticipated that the concept design would be completed and
presented for Council approval by February, 2000.

Re: Excelsior Boulevard - phase 2 concept plan proposal.
Dear Steve:
Thank you for the opportUnity to submit this design services proposal for phase two Excelsior
Boulevard improvements. It is my Wlderstanding that the City of Hopkins would like to begin
conceptual streetscape design of the Excelsior Boulevard corridor from 8th A venue to Blake
Road. Hennepin County has prepared preliminary layout plans for the roadway in keeping with
the Corridor study we prepared in 1995. Conceptual design will include the following tasks:
Task 1 - Concept Alternatives Recentlv Completed
This proposal includes conceptual design alternatives recently prepared for the landscaped buffer
south of Excelsior Boulevard as well as one neighborhood meeting and one City Council
workshop.
Task 2 - Information Gatherin2
The initial step in the conceptual design process will be to gain a detailed understanding of the
project as well as the needs and desires of the conullunity. Much of the base mapping has already
been collected but needs to be assembled. An important element will be review with City Staff
and affected businesses and property owners. HKGi will:
1. Gather and assemble necessary base infonnation
2. Meet with City Staff to discuss:
. Project scope
· Schedule
. Corridor alignment (relationship to buildings/parking/neighborhood)
. Lighting and security
" Signage
. transit issues
· Pedestrian use & safety
. Character and aesthetics
.. Budget
. Maintenance
. Screening
· Context & Linkages

4. Facilitate a businesslproperty owner meeting to gain an understanding of their needs and
desires.
5. There may be a need to meet with several key property owners individually. This proposal
includes up to 3 individual property owner meetings.
Task 3 - Identify Site Issues \ Prepare Issues MaD
1. With the base map prepared and infonnation gathered, HKGi will prepare a corrid9r analysis
identifying opportunities and constraints. The analysis graphics will highlight features that
aid or hinder corridor development. Features could include but are not limited to:
.. Pedestrian/bicycle circulation
. Safety
. Screening
. Traffic
· Aesthetics
. Character
. Signage
. Focus areas
2. Meet with City Staff to review fmdings and gain feedback.
'task 4 - rrepa~e Preliminary Conceptual Lavouts
1. Prepare preliminary concept drawings for initial Staff review.
2. Business/neighborhood meeting to review concepts.
Task 5 - Refine Conceptual Lavout and Prepare Preliminary Cost Estimates
1. Based on Staff and businesslneighborhood feedback, refine alternatives into single conceptual
design.
2. Prepare preliminary cost estimate.
3. Meet with City Staff for review and feedback.
3. Present revised conceptual design to the City Council for review and feedback.
4. Participate in a public open house to present the chosen conceptual design.
I will be the Principal-In-Charge of the project and Tom Whitlock, who you have had an
opportunity to work with, will be the Project Manager. HKGi proposes to conduct the work
identified above at an hourly rate plus reimbursable expenses according to the fee schedule
enclosed for a fee not exceed $11,500.
