Staff recommends adoption of the following motion: Move that Council authorize the City Manaoer to enter into an aqreement with SRF Consultinq Grouo. Inc. for enoineerino services related to reolacement of the Lake Street bridqe. Overview. This local bridge is a deteriorated, 94 year old structure. City Council passed a resolution in May, 1997 committing to replacement provided State funds were available. Since that time State funds have been committed to this project. The construction cost of the new bridge wi II be 100% funded with State Transportation Bond funds. The city must fund engineering and bridge demolition costs. Staff would now like to begin engineering work in order to complete design by December, 1999. Primary Issues to Consider. . What is the estimated project cost? City cost? . The estimated construction cost of the new bridge is $300,000 - $350,000. The estimated city cost, the cost of engineering services and bridge demolition, is $120,000. . Project schedule Complete design: November, 1999 Award project: February, 2000 Construction: May - July/August I 2000 . Engineer Selection Process and SRF engineering fees Engineering proposals were solicited from four firms. We received two proposals from two fully qualified engineering firms: SEH-RCM and SRF Consulting Group, Inc. Staff selected SRF based on their qualifications, understanding of city needs and lowest overall cost. Basic Fee: $6,500 TASK 4 Bridge Design . This work will include all necessary design and plan preparation [or any bridge option that would be selected. Basic Fee: $23,000 TASK 5 Related Utility Improvement Design . Design and prepare construction plans for replacement of watermain and sanitary at bridge site only. Basic Fee: $5,000 TASK 6 Co rlstrnction Services This fee is very difficult to estimate. Typically the in-construction services would . be about 8 to 10% of the construction cost. We would anticipate that the constl1lction cost would be approximately $300,000 to $350,000. Therefore, we would estimate this fee would be between $24,000 and $35,000. Our proposal estimated this task at $25,000. We would recommended that this fee be on an hourly basis for work performed, plus ollt-of~pocket expenses. If however the City requires a lump sum, not to exceed cost, we would request that this fee should be revised to $35,000, since we are unable at this time to accurately estimate the constmction cost. This fee docs not include any material testing that would be required by a testing company. TASK 7 Geotechnical Evaluation · This work will be completed by STS and consist of one boring to 70 feet. STS will prepare a Foundation Recommendation based on the results of the boring.
