April 28, 1999 Council Report 99-085 APPROVE BUS SERVICE ROUTE 2ND AVENUE SOUTH METRO TRANSIT REQUEST Proposed Action Staff recorrunends adoption of the following motion: Move that Council approve Metro Transit's request for an additional bus service route along 2nd Avenue South. Overview In April staff received a request from Metro Transit for the addition of a new bus route in south Hopkins. Metro Transit wishes to provide easier access for day shift workers to Hopkins Care Center at 2nd Avenue South off the Lincoln Drive Exit of T.H. 169. Council needs to approve such route requests. Routing details and number of trips Metro Transit proposes to add a new bus route in Hopkins from T.H. 169 at the Lincoln Drive Exit along 2nd Avenue South (both existing and its new extension), 3rd Street South, and 5th Avenue South to Excelsior Boulevard. The proposed start date is June 12. Should the new extended 2nd Avenue South not be completed by that date then Metro Transit requests a temporary alternate route over 5th Street South/6th Avenue South. Two buses per day would run the route, seven days a week, at 5:50 A.M. and 2:08 P.M. The standard 40-foot long bus would be used. The initial runs would be for six months followed by a review of the ridership to determine usage. . Impacts on neighborhood With the planned two trips per day, impacts on the neighborhood are deemed minimal. Currently truck traffic on 2nd Avenue South is prohibited. It would be difficult to equate noise factor of two isolated bus runs with that of . truck traffic. The neighborhood as shown in the highlighLed notification areas has not responded to staff with any comments. Residents and commercial interests were invited to the Council discussion on this issue. . We plan t() have a westbound trip leave downtown Minneapolis after 5:00 AM, the Uptown area at about 5:30 .A.M, arrive at your site at 5:50 AJ\.1, and an eastbound bus 1n Minneapolis leave Hopkins Care Center at 2:08 PM seven days a week. We would like to begin offering this service June 12, 1999. Before service can begin, we request the wrilten concurrence of the City of Hopkins for bus operation on city streets not 110W utilized. The limited numher of bus trips for HopkIns Care Center would follow South Highway 169 to the Lincoln Drivc Exit to 2nd Avenue to 3rd Street to 5th Avenue to Exeel~ior Dlvd.lCounty . Road 3 westbound, and the same streets in reverse order going eastbound. T understand that the section of 2nd Avc, between 5th and 3rd Streets is beillg constructed soon and should be ready Jor traffic by June 12th. If the opening of this section is delayed, we would need to follow 5th Street - 6th Avenue - Railroad Blvd. - 5th Avenue both directions temporarily. April 14, 1999 Dear Hopkins Resident or Business Owner: Metro Transit has requested permission of the city to add a bus route to serve the Hopkins Care Center located at 725 2nd Avenue South. The purpose of the new route is to provide easier access for the Care Center's day shift workers. Metro Transit would like to start offering this new bus service on June 12, 1999. The proposed bus route is shown on the attached map. There would be two buses per day, seven days a week. The first bus would arrive/depart at 5:50 a.m. and the second would arrive/depart at 2:08 p.m. The bus stop exact location is yet to be determined but it will be in the 2nd Avenue Southl7th Street South intersection area. Metro Transit is planning to use the standard 40' long bus on this route. Metro Transit intends to run this new route for about six months and then review the ridership to determine if they want to continue this new service. . City staff will request City Council approval of this bus route a~ the May 4th City Council meeting.
