CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins City Council was
held on Tuesday, May 20, 2025, at 6:30 p.m. in the Council Chambers at City Hall, 1010
1st Street South.
Mayor Hanlon called the meeting to order with Council Members Garrido, Goodlund,
Hunke and Kuznia attending. Others attending included City Manager Mornson, Assistant
City Manager Casella, Deputy City Clerk Baker, Special Projects and Initiatives Manager
Imihy, Director of Planning and Development Elverum, Finance Director Bishop, Fire
Chief Specken, Deputy Fire Chief Wenshau and City Attorney Riggs.

Motion by Garrido. Second by Hunke.
Motion to Adopt the Agenda.

PRESENTATIONS
III.1. Recognize Special Projects and Initiatives Manager Laila Imihy as APMP
Emerging Leader of the Year; Casella
Assistant City Manager Casella presented a plaque to Special Projects and Initiatives
Manager Imihy as the 2025 APMP Emerging Leader of the Year.
III.2. Proclamation Commemorating LGBTQIA+ Pride Month (Pride Month); Imihy
Special Projects and Initiatives Manager Imihy summarized City Council Report 2025-
096. Hopkins wishes to recognize and celebrate LGBTQIA+ with staff members,
volunteers, and residents. Starting June 1, City staff will hang Pride Progress flags
alternating with the American flag along Mainstreet.
Motion by Garrido. Second by Hunke.
Motion to adopt a Proclamation for LGBTQIA+ Pride Month (Pride Month) in
Hopkins, and to hang Pride flags from every other flagpole along Mainstreet.

NEW BUSINESS
VII.1. Resolution Awarding the Sale of General Obligation Bonds, Series 2025A, in
the original aggregate principal amount of $7,645,000; fixing their form and
specification; directing their execution and delivery; and providing for their
payment; Bishop
Finance Director Bishop summarized City Council Report 2025-095. The 2025A bond
issue is being sold to finance two purposes: The first phase of the 2025/2026 street and
utility reconstruction project in Central Avenues. The bonds for this purpose will be issued
with a 16-year term to come from general tax levy, special assessments and utility
revenues. Principal payments will be made over 12 years from 2030 to 2041; and the
2025 Water & Sewer SCADA Fiber Project. The bonds for this purpose will be issued with
a 16-year term to come from utility revenues. Principal payments will be made over 12
years from 2030 to 2041.
Council Member Kuznia had questions about how many bids were received and the
distinction between regular and premium interest rates. Council Member Goodlund asked
about the terms and financial return on the Housing Improvement Area at Summit on 7.
Motion by Hunke. Second by Kuznia.
Motion to Adopt Resolution No. 2025-039: Awarding the Sale of General
Obligation Bonds, Series 2025A, in the original aggregate principal amount of
$7,115,000; fixing their form and specification; directing their execution and
delivery; and providing for their payment.
Ayes: Garrido, Goodlund, Hanlon, Hunke, Kuznia
Nays: None. Motion carried.
VII.2. Fire Department Staffing Capacity Update and Funding Request; Specken
Fire Chief Specken and Deputy Fire Chief Wenshau provided an update on the current
staffing capacity challenges of the department and wanted feedback regarding a funding
request to hire two additional full-time firefighters. Finance Director Bishop reviewed the
potential budget impacts.

Mayor Hanlon had a question on cost recovery methods utilized by the Fire Department
and requested City staff follow up with more data. Council Member Goodlund asked about
future staffing difficulties and whether cost savings from paid on call shift coverage would
be reoccurring or one-time.
PUBLIC COMMENT
Beth Benson, 209 10th Avenue N, made comments requesting that the Burnes Park
basketball court be lighted and a hoop be repaired.
ANNOUNCEMENTS
Mayor Hanlon reviewed the public reception of Paige Bueckers Day, upcoming
community events, and shared the City Council meeting schedule.
ADJOURNMENT
There being no further business to come before the City Council, and upon motion by
Hunke, second by Goodlund, the meeting was unanimously adjourned at 7:33 p.m.
