APPROVE PURCHASE
OF SNOW BLOWER ATTACHMENT
Proposed Action.
Staff recommends approval of the following motion: "Approve purchase of a Erskine 72" Snow
Blower Attachment from Scharber and Sons for the purchase price of $6602.00."
Overview.
At the present time the City utilizes two Taro Groundsmasters, one with a blower and another
with a broom to clean sidewalks in the downtown area and around various City owned
buildings. The two machines at present perform an adequate job of cleaning these areas.
However, with the added responsibility of the trails and sidewalks along County Road 3, 11 th
Avenue and the new trails being constructed along 169 in 1999 with the Super Valu
redevelopment. We needed to find something that can be attached to an existing piece of
equipment and provide a more maneuverable and higher volume means of removing snow.

. Analysis of Issues.
. Why wasn't this purchase included in the 1999 budget?
At present a portion the sidewalks and trails along County Road 3 have been
completed and turned over to the City for maintenance. We had anticipated budgeting
for this Snow Blower Attachment in the year 2000. However the fine weather we had in
the fall of 98 allowed the County Road 3 contractor to complete a larger portion of the
sidewalks and trails. Then as you well know the snows came and the need for this
piece of equipment became something that we could use now instead of next year.
. Where is the source of funding for this purchase?
Staff is requesting that the funding be taken out of the Equipment Replacement Fund.
In the 1999 schedule there is $12,700.00 for replacement of a truckster for the Parks
department. We had anticipated purchasing this piece of equipment in 1999. However
several weeks ago the police department informed us that they would no longer be
using their parking enforcement truckster. This piece of equipment is in very good
condition and can be utilized for our use. Because of the acquisition of the truckster
from the Police department we are proposing to move this purchase back four years,
therefore providing a portion of the savings for this purchase.
e . Is the price of the attachment a fair price?
The purchase price of $6602.00 from Scharber and Sons for the Erskine Model #2418
blower is off of a State of Minnesota bid. Because the city is a member of the State of
Minnesota Cooperative we can purchase this attachment at the same bid price.
