CR 99-27 Public Hearing 1999 Alley Reconstruction G \ 1 Y OF ~ January 27, 1999 HOPK\NS Council Report No. 99-027 . PUBLIC HEARING 1999 ALLEY RECONSTRUCTION Proposed Action Staff recommends the following motion; Move that Council adopt Resolution 99 010, Resolution Orderinq Improvement After Public Hearing, Alley Reconstruction Prolect 98-14. This action continues an assessable improvement project in the 300 block between 12th/13th Avenues North and the 400 block between 14th/15th Avenues North. Overview Council at its January 5 meeting considered and accepted a feasibility report concerning the reconstruction of the above-referenced alleys and ordered a public hearing for February 2. Notices of this hearing have been sent to all e affected property owners. Public information meetings were conducted January 21 for discussion of all improvement issues, estimated costs and assessment policies/rates as outlined in the feasibility report. Primary Issues to Consider o Summary of feasibility findings o Neighborhood issues o Proposed schedule o Staff recommendation Supporting Information o Notice of Hearing of Improvement o Affidavit of Mailing and Mailing List o Feasibility Report o Resolution 99-010 'T~se~ . Engineering Superintendent ------- Council Report 99-027 January 27. 1999 Page 2 . Analysis o Summary of feasibility findings The alley in the 400 block between 14th/15th Avenues North and the 300 block between 12th/13th Avenues North are deemed substandard improved alleys. They are bituminous surfaced roadways in various stages of disrepair brought on by inadequate pavement sections and edge drainage problems. These alleys are approaching the end of a priority list for alley reconstruction. The report recommends reconstruction with concrete to a 12-foot width and 6-inch depth and with installation of oversized turning radii at the alley apron connections to their respective streets. This is to accommodate City vehicles (plowing and trash collection) . Any required restoration to existing driveways will be with materials in kind. Per long-standing City policy there will be no sod restoration but topsoil and seed instead. The report recommends costs to be assessed in accordance with City policy (80%-20% split), that assessments be levied on a e linear footage basis, and that the maximum lineal assessment for an oversized residential property should be limited to 75 feet. Rates in the 300 block of 12th/13th Avenues would fall in the $33/foot range, in the 400 block of 14th/15th Avenues 1n the $35/foot range. This 1S similar to rates in the 1997 alley reconstruction project. ONeighborhood issues Staff conducted two information meets on January 21, both poor attended. Issues centered on pavement disrepair in the 400 block alley and the need for curb and catch basin repair on the north side of 4th Avenue North near this alley. Staff had enclosed a feedback questionnaire with the invitation to the public information meeting. Staff anticipates receiving more comment in the mail. o Proposed schedule February 2 Public hearing and order plans March 2 Accept plans and order bids March 25 Bid opening e April 6 Award contract June 11 Begin construction July 15 Complete construction October 1999 Assessment hearing Council Report 99-027 January 27, 1999 Page 3 . o Staff recommendation Staff recommends that Council order improvements made as outlined in the feasibility study and that plans and specifications be drawn up. e e -----....---- CITY OF HOPKINS . FEASIBILITY REPORT CONCRETE ALLEY PAVING CITY PROJECT NO. 98-14 Introduction The City of Hopkins' 1999-2003 Capital Improvement Plan (CIP) includes an alley paving project for each year within the plan. For 1999, staff determined that the alley between 12th and 13th Avenues from 2nd to 3rd Street North and between 14th and 15th Avenues North of 4th Street North required upgrades with concrete paving due to the poor drainage and deteriorated condition of those alleys. The City Council reviewed these proposed alley paving improvements during their review of the CIP, and subsequently authorized staff to begin the initial analysis of the improvement upon their approval of the 1999-2003 CIP. Background The alleys in the 400 block between 14th/15th Avenues North and 300 block between 12th/13th Avenues North are presently considered improved but substandard. Their surface consists of one to one and one half inches of bituminous paving with less than adequate drainage characteristics from the properties to the alleys. The combination of a poor pavement section and inherent . drainage problems has led to the increased rate of deterioration of the alleys. The result is that levels of maintenance have grown larger. Proposed Improvements The proposed alley improvement projects are presented on Exhibit] and 2, attached. The projects provide for the construction of a concrete pavement surface 12 feet wide and 6 inches thick, in accordance with the City of Hopkins' concrete alley construction standard. The existing bituminous driveways will be sawcut and restored with bituminous driveway pavement upon completion of the concrete allcy paving. There will be no sod restoration within the limits of this project. Any turf restoration required by the project will be accomplished with black dirt and seed. The concrete alley paving will consist of an inverted crown section, which is slightly depressed in the center to allow stonn runoff within the alley section versus ponding in the adjacent properties. The pavement grade wilI be established to direct the runoff to the respective 3rd and 4th Streets North. It is anticipated that al1 new alley construction will be limited to the existing 14 foot right of way; however, driveway and parking lot restoration will extend up to two feet beyond the limits of the . existing public right of way. The construction will also require the replacement of the concrete apron at intersections with City streets. --- -.- . Proposed Funding It is proposed that the concrete pavement project be assessed in accordance with the City of Hopkins' current assessment policy, wherein 80% of the cost is assessed to abutting properties and 20% is funded as a City cost. It is further proposed that the City's portion of the costs be paid entirely from the storm sewer utility fund, in accordance with City policy. It has been determined that the fairest method to assess this project is on a linear footage basis, and that the maximum lineal assessment for an oversized residential property shall be based on 75 feet. Project Costs Block 400 (A) Block 300 (B) Alley Construction Costs $23,600 $44,200 Engineering and Administration @ 6.5% $ 1.800 $ 2,800 Total Project Costs $30,400 $47,000 . Assessment for average 50 f1. lot $1,760 $1,636 Rcconunendations The project is necessary to COlTect maintenance problems caused by inadequate alley paving. Maintenance problems include high maintenance costs for patching and other problems associated with poor drainage. The project is cost effective and it is part of the City's mmual alley paving program. The City plans for necessary capital improvements alll1Ually to coordinate other work and ensure that necessary improvements are provided in a timely and cost-effective . manner. . The concrete alley paving project is technically feasible from an engineering standpoint and it is recommended that the City Council accept the project engineer's feasibility repOlt as outlined herein, and order the improvement made, subsequent to holding a public hearing. Addended to the end of this report is a summary of the estimated construction costs and a preliminary project schedule for the City Council's consideration, Respectfully submitted, ~ Steven J.
