Overview Council at its November 4, 1998 meeting authorized Bolton and Menk, Inc. to prepare a feasibility study concerning street e improvements on 12th and 13th Avenues South from Mainstreet to 2nd Avenue South and on 1st Street South from 11th to 13th Avenues. The report 1S complete and is now submitted to Council for review and action. Analysis o Scope of improvements At the outset in preparing this report staff authorized additional subgrade soil strength testing and core sampling to augment the City's pavement management analysis and report. The pavement evaluation from GME Consultants 1S attached to Bolton and Menk's report. Based on the testing the following recommendations are made: 1st Street South (11th to 13th) Reconstruction 12th Ave. South (Mainstreet to 2nd St.) Reconstruction 13th Ave. South (Mainstreet to 1st St. ) Mill and Overlay 13th Ave. South (1st St. to 2nd St.) Reconstruction Alley Reconstruction Utility upgrades for water main include removing and replacing four (4 ) existing gate valves, adding an additional gate valve, and remove/replace/relocate an existing fire e hydrant. Sanitary sewer improvements include manhole and main replacement where conditions dictate, the insulation of shallow main along 13th Avenue South/1st Street South, and inspection of all service lines as encountered during construction. Storm sewer upgrades include replacement of the deteriorating and inefficient pipe in 13th Avenue South from 1st to 2nd Street, increasing storm inlet capacity at 1st Street intersection with 12th and 13th Avenues, and replacing the existing 4211 p1pe in 1st Street South with a 54 " pipe to accommodate increased flows. Amenities recommended are a sidewalk along the north side of 1st Street South between 12th/13th Avenues as a link between Central Park and downtown. Also included is a street light at the 1st Street/12th Avenue intersection. o Public input . Two public information meetings were conducted and a questionnaire sent in the mail. A detail of proposed funding is shown on page 14 of the consultant1s report. The City's assessment policy provides for abutting property owners to be assessed 70% of the actual street reconstruction costs. In addition, side streets, such as 1st Street South, are assessed to the entire blocks to the north and south of the street. There is a wide range in preliminary assessment rates and the recommendation is to consult the matrix on page 15 of the engineer's report. INTRODUCTION This report examines the six blocks of proposed street and utility improvements including sanitmy sewer, watermain, stonn sewer, street reconstruction, and the associated turf restoration along the following streets: . First Street South from II th Avenue South to 13th Avenue South; . 12th Avenue South from Mainstreet to Second Street South; and . 13th Avenue South from MainstTeet to Second Street South. Specifically the project involves: l. Replacement of sanitary sewer pipe and point repair of sections of sanitary pipe; 2. Replacement of existing watennain valves and hydrant; 3. Replacement of water services; . 4. Replacement and improvement of storm sewer pipe and inlets and additions of new inlets; 5. Bituminous street removal and reconstruction; and concrete curb and gutter replacement; 6. Concrete alley construction; 7. Sidewalk construction and repair; and 8. Turf restoration in all areas of construction. 2. BACKGROUND This report was ordered by the City Council on November 4, 1998. Council Resolution No. 98-074 was passed requesting that a study be made for the improvement of the residential streets noted above. The improvements being considered are reconstruction of the bituminous street and concrete curb, and improved drainage through stann sewer system upgrades and repair to the watermain and sanitary sewer utilities. As a part of this study, underground sanitary sewer and watemlain utilities were checked for adequacy and structural integrity. The project location is shown on Figure 1. Two neighborhood meetings were held for the purpose of informing the affected property owners about the improvements being considered and receiving their comments about problems and concerns to be e 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Pagc I addressed. Also, a questionnaire was disttibuted to give the adjacent property owners the opportunity . to provide their input on various project related concerns including sewer services and drainage. 3. EXISTING CONDITIONS The project area includes single family, multi-family, and cOIllinercial properties. The neighborhood is fully developed and well established with mature trees along the boulevards. There are existing sidewalks or paths along most of the streets, and Central Park is located along the west side of 13th A venue South, south of First Street South. 3.1 Streets First Street South, 12th Avenue South, and 13th Avenue South are all classified as local residential streets within the project area, are flat to minor rolling in nature with bituminous surfacing, and are delineated with either concrete vertical curb, bituminous vertical curb, or concrete curb and gutter. The only exception is the east side of 13th A venue South between Mainstreet and First Street. Here, the roadway edge blends in with the parking lot for St. Joseph's Church. A chain link fence separates the street from the parking lot along this segment. The existing street layout is shown on Figure 4 . The existing street widths are summarized in Table 1. The variable width within each block is mainly due to meandering curbs, however there are some tapers and expansions along some of the blocks. . The streets within the project area are aged and exhibit wear and distress due to traffic loadings. This is evidenced on the surface by alligator cracking, pot holes and the exposure of pavement aggregates. Sub grade soil strength testing and core sampling was completed by GME Consultants in November 1998 on all the project area streets. A summary of the existing pavement conditions are listed in Table 1. A copy of the pavement evaluation report is available for review. The alley connecting 12th and 13th A venues South, between Mainstreet and First Street South is cun-ently a gravel surface corridor offering access to a couple of small business parking lots. There is no distinct visual separation between the alley and the adjacent lots and it is the last remaining gravel alley in the City. Hopkins' pavement management system utilizes a pavement condition index (PCl) rating of o to 100. This rating is based on surficial pavement observations. Generally, the indeces correspond to a level of most cost effective improvement as follows: 0-30 = pavement reconstruction; 30-50 = asphalt overlay; and 50-100 - sea1coat and/or crack sealing. Those street sections exhibiting inplace California Bearing Ratios (CBR) below 20 are considered poor structurally. Based on as-built information, cast iron pipe is the predominant pipe material. Figure 4 illustrates the existing watermain system. A meeting with the water/sewer department staff helped define the existing aligllll1Cnt of the watennain as well as gain an understanding of what improvements are necessary within the project area. Presently, each block within the project area is a corridor [or at least one watermain line, most of which are interconnected within an overall loop system. 12th Avenue South between First Street South and Second Street South is served by dual lines (one 6" and one 12") both of which are part of the loop system. The only interruption within this loop system exists along 13th Avenue South between Mainstreet and First Street South. Here, a 6" stub runs south from Mainstreet approximately 25' to its temlinus. The staff has indicated a desire to complete this loop by extending this line to the First Street South intersection where it would be tied into the rest of the system. e 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 3 . The water/sewer department staff also brought to light several gate valves and a fire hydrant in need of replacement at the intersection of First Street South and 12th Avenue. The valves at this location have been known to leak or have deteriorated to the point that they are difficult to operate. The fire hydrant at this intersection is only a 4" fixture. Typically, 6" hydrants are necessary to provide the required fire fighting flows from watermains operating at normal pressures. Testing is recommended to confirm the magnitude of these flows and pressures. Service lines within this area may range from 3/4" to 2" for residential lots or 2" to 6" for some commercial lots. Based on nearby findings, their materials may be copper, iron, steel, or lead. Additionally, the staff anticipates that some of the apartment building services may have manifold-type connections at the main. It is recommended that these connections be individually evaluated and considered for replacement. Overall, each service line exposed as a part of any watermain improvement project should be considered for replacement based on its material type, age, and condition. 3.3 Sanitary Sewer The sanitary sewer presently serving the project area consists of 8" vitrified clay pipes. Figure 4 illustrates the existing sanitary sewer system. The existing condition of the sanitary sewer system was acquired from field topography, as- built information, sewer video tapes, the City's Sanitary Sewer Utility Master Plan, as well . as discussions with staff from the water/sewer department. Currently, there is sanitary sewer running along each block within the project area with the exception of First Street South between 11th and 12th A venues, and 13th A venue South between Mainstreet and First Street. A review of the Sanitary Sewer Utility Master Plan, dated March, 1990, indicated a problem area in the southern half of the sewer line along 12th Avenue South between First Street and Second Street. These deficiencies, as verified through the sanitary video tapes, include vertical misaligrmlent and variable pipe materials resulting from previous patch work. These deficiencies were also confirmed by the water/sewer department. Upon reviewing the sewer video tape logs and manhole reports, and after meeting with the Public Works staff, several other deficiencies were discovered within the system. A sag in the pipe between the sanitary manhole at First Street South and 13th A venue and the upstream sanitary manhole located just south of this intersection along 13th A venue South is creating a backup in the upstream manhole. Additionally, this pipe as well as the first 150 feet of pipe heading east along First Street South, downstream of the manhole, are quite shallow (3.5' - 6.0') and may be susceptible to freezing. The first six feet of pipe just north of the manhole at First Street South and 12th Avenue was also found to be plugged. The video logs indicate a broken section of pipe in this area. Manholes within the project area . 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 4 in need ofrepair or replacement include one at the intersection of First Street South and 11 th . Avenue, one midblock along 12th Avenue South between First and Second Streets, and the first one to the north of the First Street South-12th A venue intersection. Finally, each sanitary service line exposed as a part of any sanitary sewer improvement project should be considered for replacement based on its material type, age and condition. Recommended improvements for the sanitary sewer conditions are discussed later in this report. 3.4 Storm Sewer Consideration was given to the 1990 Storm Water Management Plan (SWMP) in order to evaluate the existing condition of the storm sewer system. Additionally, a meeting was held with the storm water management consultant to ascertain what modifications have been made since the plan's release as well as to detemline what specific improvements may be necessary within the project area. Finally, discussions with the Nine Mile Creek Watershed engineer were initiated to determine what effects any recommended improvements would have on the watershed district. See Figure 4 for an illustration of the existing stonn sewer system. According to the field topography and the SWMP, First Street South is served by a 42" storm sewer which collects water via catch basins at the 11 th, 12th, and 13th A venue intersections. The flow travels westerly to the intersection of First Street South and 13th Avenue where it is routed south through an existing 88" x 64" corrugated metal arch pipe (CMP A) running along the west side of 13th A venue South. Once reaching the 13th A venue South - Second . Street intersection, the arch pipe drains into a box culvert which crosses under Highway 3 and ultimately discharges into Nine Mile Creek. Runoff into 13th A venue South between Mainstreet and First Street is collected by four catch basins along the west side of the street and one on the east side of the street, all of which empty into a 60" stoml sewer pipe that flows south along the west side of 13th A venue South to the intersection of 13th A venue South and First Street. Here, the 60" pipe flows into the CMP A system descrihed above. The intersection of First Street South and 13th Avenue is a focal point for runoff being collected from the north and [rom the east. According to the SWMP, a relatively large amolUlt of runoff from the developed church property and park area to the west is collected by the three catch basins at this intersection during high intensity storms. Also, it should be noted that the majority of the runoff from the church parking lot on the east side of 13th Avenue South is captured by one inlet along the east side of 13th A venue, just south of the parking lot. Flows hypassing this inlet are eventually captured by those inlets at Second Street South. The alley cOilllecting 12th and 13th A venues South, between Mainstreet and First Street South, is a corridor for a 60" stoml sewer pipe which flows westerly to a junction with the 60" stann sewer pipe along 13th Avenue South. The only inlets to this pipe ruIming through . 1999 Street and Utility Improvements, City at' Hopkins 8MI Project No. TC98.0279 Page 5 the alley are located along the east curbline of 12th Avenue South, directly in line with the . alley. These inlets collect mnofffrom the north along curbline of 12th Avenue South. The remainder of 12th A venue South between Mainstreet and First Street South is served by two existing catch basins at the 12th A venue South/First Street South intersection. These two inlets empty into the 42" storm sewer pipe described along First Street South. Runoff along 12th A venue South between First Street South and Second Street South flows south to two catch basins at the 12th Avenue South/Second Street South intersection. These two inlets ultimately drain into the box culve11 crossing under Excelsior Boulevard (TH 3) via the 13th A venue South system. Any flows bypassing these two structures is collected at a low point along Second Street South between 12th Avenue South and 13th Avenue South. Runoff along 13th A venue South between First Street South and Second Street South flows south along the curb1ines which redirect it east along Second Street South. Again, inlets at the low point along Second Street South between 12th and 13th Avenues collect these overland flows. The condition of the 42" line along First Street South between 11th Avenue South and 13th Avenue South, the 60" line along the alley, and the 60" line along 13th Avenue South, north of First Street South is satisfactory. Furthermore, their capacities continue to meet the required flows as they are currently distributed. The 88"x 64" CMPA along 13th Avenue . South, south of First Street South, however, is very old and in poor condition. The SWMP engineer recommends that it be replaced for these reasons. Also, additional capacity is available from Nine Mile Creek. A replacement of this line with a similar size RCP will increase the available capacity from 244 cfs to approximately 500 cfs. Several catch basins and manholes within the project area have deteriorated as well. Examples include masonry structures which have lost most of their grout and show evidence of differential block movement, severely eroded inverts, unsafe steps, and offset or sunken castings. Furthennore, many ofthe pipes leading from these catch basins to the main trunk lines are undersized, eroded or othetwise inferior. Recommendations as to the extent of any improvements to these structures are made later in this report. 4. PROPOSED IMPROVEMENTS II Bituminous Streets First Street South from 11th Avenue South to 13th Avenue South, 12th Avenue South from Mainstreet to Second Street South, and 13th Avenue from Mainstreet to Second Street South are all scheduled for improvements in accordance with the City of Hopkins proposed 1998- 2002 Capital Improvement Plan. Figures 2, 3 and 5 illustrate the proposed street sections and summarize the level of improvement reconunended for each block within the project area. . 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 6 First Street South (l2th Avenue South to 13th Avenue South) . J 2th Avenue South (Mainstreet to First Street South) J 3th Avenue South (First Street South to Second Street South) The results of soils and pavement testing indicate that the existing street sections along First Street South between 12th and 13th Avenues, 12th Avenue South between Main and First Streets, and 13th Avenue between First and Second Streets are all underlain with various types of clay soils. These types of soils are more plastic than granular soils, are frost- susceptible, and have a lower load bearing capacity than granular soils, especially when wet. The geotechnical engineer, GME Consultants, Inc., has reCOllli11ended reconstruction of these blocks. Their reconm1ended pavement section is over two feet thick and includes a 14 inch thick free draining granular fill, 8 inches of class 5 and 4 inches of asphalt. GEM is most confident that, given the existing traffic and underlying soil conditions, this section has the greatest probability of providing a design life of at least 25 years. City staff agrees with this but feels a less substantial, less expensive pavement section properly maintained during its life will also have a high probability of lasting at least 25 years. Staff proposes a section consisting of 4 inches of bituminous, 6 inches of class 5 and a geotextile fabric to separate the base course from the compacted underlying soils. Local soft, unstable areas will he excavated and replaced with select granular material as they are encountered during reconstruction. This proposed pavement section, is typical for streets within the City with relatively stable underlying clayey sand-type subgrades and decent CBR (soil strength) values. City staff has indicated that streets constructed in this maimer during the past ten . years are doing very well. It should be noted that based solely on the PCI value of 36 for 13th A venue South between First Street South and Second Street South, a non-assessable mill and overlay would be a viable repair altcmative for this street. However, a critical need for storm sewer improvements, as described later in this report, dictate the reconstruction of the overlying roadway. Under these circumstances, the street reconstruction would be financed by stonn sewer funds and not be assessed to any of the adjoining residents. This funding is consistent with previous utility projects which have necessitated street reconstruction. First Street South between 12th Avenue Southand 13th Avenue South is currently 30' wide between the curb faces and allows parking on its north side only. The proposed street width for this block is 32', centered within the 60' right-of-way. This would include two twelve foot driving lanes and maintain an eight foot parking lane on the north side. In addition, sidewalk is proposed along the north side to connect First Street South and 12th Avenue South intersection with Central Park. 12th Avenue South between Mainstreet and First Street currently averages 41', face-to-face, at its north cnd, then contracts to approximately 37.5' at its south end. Parking is allowed on both sides of the street. The existing concrete curb and gutter as well as the adjacent concrete sidewalks along the north end of this block are in good condition. Therefore, it is . 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 7 proposed that this concrete remain in place and that only the existing bituminous street . between these curb lines be reconstructed. The proposed curb and gutter along the south end of the block is 36' face-to-face, and extends north, splitting the 66' light-of-way, until meeting the existing quality concrete curb at the north end. The proposed street width of 36' (face to face) at the south end of the block would accommodate two eleven foot driving lanes and two seven foot parking lanes. The 41 r face to face street width at the north end of the block would remain the same. Figure 5 illustrates the scope of this curb and pavement replacement. 13th Avenue South between First Street South and Second Street South is currently 38' face- to-face and allows parking on both sides. The proposed street width is also 38' and its alignment will match the existing conditions. First Street South (1 Ith Avcnuc South to 12th Avenue South) 12th Avenue South (First Street South to Second Street South) The results of soil and pavement testing along First Street South between 11 th A venue South and 12th Avenue South, and 12th Avenue South between First Street South and Second Street South are underlain with various types of granular soils. According to the soils engineer, these soils could remain in place and the proposed pavement section constructed above them. The recommended pavement section consists of four inches of bituminous over an eight inch aggregate base along with new concrete curb and gutter. . Again, after considering the economic impacts of the recommended pavement section on the assessed property owners, the City staff has proposed to adopt the standard four inch bituminous, six inch aggregate base section. In this case, however, a geofablic would not be needed due to the underlying granular sub grade soils. First Street South between 11th Avenue South and 12th Avenue South currently averages 29' face-to-face and allows parking on its north side only. The proposed street width for this block is 32', centered within the 60' right-of-way. This would include two twelve foot driving lanes and maintain an eight foot parking lane on the north side. 12th Avenue South between First Street and Second Street is currently 35.5' face-to-face and allows parking on both sides. The proposed street width for this block is 36', centered within the 66' right-of-way. This width would accommodate two eleven foot driving lanes and two seven foot parking lanes. It should be noted that a non-assessable mill and overlay improvement was originally proposed for this block of 12th A venue South. However, extensive pavement coring by the consulting soils engineer revealed existing bituminous thicknesses of 1.5" to 2.5". Total reconstruction is being reconunended because of the thin pavement layer which would disintegrate under the loads of the milling and overlaying equipment. Assessments for this block, however, would be based on curb removal and replacement with a non-assessable overlay. . 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 8 ---- The results of soil and pavement testing along 13th A venue South between Mainstreet and . First Street South suggest that a mill and overlay would be feasible along this block. The northem 100' of this block, however, is still in good condition and needs no rehabilitation at this time. The recommended improvement consists of a 2" edge-mill and a 2" bituminous overlay. Presently, there is quality concrete curb and gutter on the west side of the street which is proposed to remain. On the east side, however, there is no curb, and the only separation between the street and the adjacent church parking lot is a chain link fence. City staff proposes that the fence be removed and the division between the east side of the street and the parking lot be better delineated with a five foot wide concrete median. The proposed face-to-face street width defined by this median would be 30'. Given the narrowness of the existing right-of-way, an easement by the property owner would have to be granted or additional right-of-way acquired by the City to construct this median. This easement or acquisition would amount to approximately five feet along the 300' median. Access points to the lot as agreed upon with the property owner would be made via cuts in the proposed median Additionally, concrete curb and gutter is proposed to be added along the east side of the street at the south end of the block, defining a 30' wide street and separating it from the adjacent green area. See Figure 5 for an illustration of these improvements. The gravel alley connecting 12th Avenue and 13th Avenue South, between Mainstreet and First Street South is proposed to be upgraded with concrete surface. The recommended improvement consists of a 6" thick concrete pavement constructed with an inverted crown upon the existing gravel surface. The proposed width is 12', centered within the 14' light-of- . way. A one foot wide bituminous transition would be constructed on either side of the concrete pavement in order to match the adjacent driveways, lots, and buildings. Figure 5 illustrates the extent of these proposed improvements. As a part of the alley improvements, several power poles located within the right-of-way may have to be relocated to allow the proposed alignment of the new alley surfacing. An easement by the adjacent property owners may have to be acquired to facilitate the relocation ofthese power poles in order to keep them a safe distance away from the alley's driving lane. A summary of the proposed pavement sections and street widths are described in Table 2 below. Alley 12' Reconstruction 6" Concrete N/A 4.2 Watermain The existing watermain network serving the project area has been deemed adequate by the Water Utility Master Plan, dated March 1990. Due to their relative age, however, several gate valves at the First Street South - 12th A venue intersection have been known to leak or have deteriorated to the point that they are difficult to operate. It is recommended that these gatevalves, four total, be removed and replaced with new valves. The existing fire hydrant at the northeast quadrant oftl1is same intersection is only a 4" fixture, and it is reconunended that it be upgraded to a 6" fixture to ensure that the minimum fire fighting flows are available. The proposed location of this replacement hydrant would be in the southwest quadrant of the intersection in order to be fed directly off of the 12" watermain along 12th A venue South. Finally, it is proposed to cut in an additional valve near the existing fire hydrant along 12th A venue South between Mainstreet and First Street. This new valve would allow the hydrant to be isolated in the future for maintenance purposes. Finally, it is proposed to cut in an additional valve at the fire hydrant along 12th Avenue South between Mainstreet and First Street South. See Figure 6 for an illustration of these proposed improvements. . 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page ] 0 Due to the relative age of the existing water service lines, it is recommended that any service . lines exposed as a part of these street and utility improvements be individually evaluated and considered for replacement. Any exposed lead service pipes would be required to be replaced by the Department of Health. At this time, City staff is aware of two potential manifold-type services that should be replaced. One serves the apartment building along 13th Avenue South, and the other serves the apartment building at along 12th Avenue South. The suggested improvement to these two services includes removing the existing service pipe between the main line and the shut-off valve in the boulevard, abandoning the existing service taps at the main, re-tapping a new 2" copper service pipe to the main, and recOlmecting to the shut-off valve. It also may be necessary to replace the shut-off valve at each ofthese locations, depending on their conditions. Any repair or replacement of existing water service lines would be 100% assessable to the corresponding property owner. The apmiment building services are shown in Figure 6. 4.3 Sanitary Sewer The information used to evaluate the sanitary system's existing conditions included the City's Water and Sewer Utility Master Plan, transcripts of 1989 televised recordings ofthe existing sewers, as-built information, manhole reports, and City staff input. The following recommended improvements are based on this infOlmation. As illustrated in Figure 7, the sanitary manhole at First Street South and 11 th Avenue should be replaced along with the first manholes to the north and south of the First Street South-12th Avenue intersection. Additionally, the first 13' of pipe extending north out of the structure at 12th Avenue as well . as the 260' of pipe between the two manholes at the south end of 12th Avenue South should be replaced. Excessive infiltration resulting from aged masonry work is the main deficiency governing the manhole replacements. Broken pipe and vmiable pipe matelials resulting from previous patch work are the main deficiencies dictating the sewer line improvements. Finally, those shallow lengths of pipe along 13th Avenue South and along First Street South, as described earlier in this report, are proposed to be insulated with polystyrene insulation. All of the sanitary sewer services encountered during the construction will be inspected by the City or its project representative. Those services found to be in poor condition will be brought to the attention of their corresponding property owner. At that time, recommended rehabilliation alternatives and costs would be shared with these owners for their consideration. Those services found to be in good condition would simply be reconnected at the main. 4.4 Stornl Sewer The scope of the proposed storm sewer improvements is illustrated in Figure 8. As discussed previously, the increased flows being routed to the existing 88"x 64" CMPA along 13th A venue South in conjunction with its deteriorated condition have warranted its replacement. It should also be noted that before outletting into the box culvert feeding the creek, this CMP A is the last segment of pipe which serves most of the Nine Mile Creek Watershed . 1999 Street and Utility Improvements, City of Hopkins EMI Project No. TC98.0279 Page 11 ---- e within the City of Hopkins. Its efficiency has significant impacts on the stOlID sewer system upstream. Therefore, the decisiveness of this recommendation is such that it warrants the reconstruction of the overlying roadway. The proposed replacement pipe for this segment is an 88"x 54" reinforced concrete arch pipe (RCP A). This new pipe will provide a capacity of 500 cfs as recommended by the City's Stonn Water Management Plan (SWMP) engineer as opposed to the 244 cfs capacity currently provided by the existing CMP A under downstream head conditions. In conjunction with the additional capacity offered by the 13th A venue South storm sewer improvement, the SWMP engineer has recommended that the inlet capacities at the intersections of First Street South with 12th Avenue and 13th Avenue be increased, and that a new inlet be constructed at the alley along First Street South between 12th Avenue South and 13th Avenue South. This proposed upgrade would relieve the demand on those existing inlets located on the south side of Second Street South between 12th Avenue South and 13th Avenue South by capturing more of the overland flows cUlTently collected along second street during high intensity storms. Finally, as a part of the proposed inlet improvements, the SWJ\.1P engineer recommends that the existing 42" pipe along First Street South between 12th Avenue South and 13th Avenue South be upgraded to a 54" pipe in order to accommodate the increased flow capacity. 4.5 Sidewalks . In order to link. Central Park and its adjacent bituminous path to the rest of the downtown pedestrian walkways, a new six foot sidewalk is proposed along the north side of First Street South between 12th Avenue South and 13th Avenue South. The costs associated with this sidewalk would be included with those street reconstruction costs along this block and would be a part of the assessments. Figure 5 illustrates this sidewalk 4.6 Driveway Aprons The existing driveway aprons will be replaced with like materials to match the existing driveway to the new street grades. 4.7 Lawn Sprinkler Systems There may be existing lawn sprinkler systems along the roadways scheduled for reconstruction. The adjacent property owners will need to assist in locating and identifYing the types of sprinkler system that are in place. The contractor will be required to make every effort to preserve the inplace systems during construction. However, for those areas where the street grades require modification, the existing sprinkler systems will be replaced. According to City policy, the City of Hopkins pays for the cost of the parts and the property owner is responsible for the cost of the labor for replacing these systems. 4.8 Street Signing The existing street signing, including stop signs and street name signs, will be removed and . reinstalled by the contractor as necessary. 1999 Street and Utility Improvements, City of Hopkins BMI Project No. TC98.0279 Page 12 . 4.9 Street Lighting A desire for additional lighting at the intersection of First Street South and 12th A venue South was expressed by a neighborhood resident. Upon further inspection of the existing street lighting system, City staff confim1ed this necessity and concluded that a light at this intersection, one mid-block along 12th Avenue between Mainstreet and First Street, and one mid-block along 12th Avenue between First and Second Streets should be added in order to provide the necessary lighting along these two blocks. Installation of this additional lighting would be done in conjunction with this project but would be independently contracted with Northern States Power. The costs associated with these light poles would be included with those street reconstruction costs along the blocks of 12th Avenue South and First Street South and would be a part of the assessments. Some existing light poles and power poles may need to be relocated in order to facilitate the construction of the proposed street section. 4.10 Turf Restoration The existing trees will be protected from the construction as much as possible. In the event a tree removal is necessary due to street grade changes or otherwise, they will be rep laced. The areas disturbed by the construction will be regraded to match the new street grades and restored with boulevard type sod. . 5. ESTIMATED COSTS Estimated construction costs presented below include a 10 percent contingency factor. Overhead costs, estimated at 2S percent, include legal, engineering, administrative and fiscal costs. Final costs and assessments will be determined by using actual construction costs of the proposed work. Proposed construction costs for the 1999 Street and Utility Improvements (including bituminous street, st01111 sewer, sanitary sewer, wate1111ain, and turf restoration) are itemized in the tables located in Appendix A and are summarized below. These cost estimates are based upon public construction cost infonnation. Since the consultant has no control over the cost of labor, materials, competitive bidding process, weather conditions and other factors affecting the cost of construction, all cost estimates are opinions for general information of the client and no warranty or guarantee as to the accuracy of construction cost estimates is made. Storm sewer, watermain and sanitary sewer improvements are paid for 100% by their respective utility funds, with the exception of the private water service costs listed above. Current assessment policy requires that per foot assessment rates not exceed 120% of the average assessment rate on the last three previous similar street reconstruction projects. The cap amount applicable to the 1999 street improvement project is $48.44/foo1. Based on the engineer's estimate of costs, the per foot assessments will exceed the cap amount for properties along 12th A venue South from Mainstreet to First Street South. The preliminary assessment amount for this block is $60.42/foot. Of course, the final assessment amount will be based on the lowest responsible contract's bid. The estimated additional city cost of applying the cap on this block is $14,839. For comparison purposes, the assessment cap used on the lnterlachen street improvement project was $44.60/foot. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION NO 99-011 RESOLUTION ORDERING PUBLIC HEARING 1999 RESIDENTIAL STREET IMPROVEMENTS PROJECT 98-09 WHEREAS, the City Council authorized and directed the City Engineer to prepare a report with reference to the aforesaid improvement, and WHEREAS, the City Engineer has caused to be prepared the aforesaid report for improvements on 12th and 13th Avenues South from Mainstreet to 2nd Avenue South, on 1st Street South from 11th to 13th Avenues South, and on an alley in the #10 block between 12th/13th Avenues South, NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hopkins, Minnesota: . 1_ The Council will consider the aforesaid improvements ln accordance with the report and the assessment of benefiting property for all or a portion of the cost of the street improvements pursuant to Minnesota Statues Chapter 429 at an estimated total cost of $937,590.00. 2.A public hearing will be held in the Council Chambers of the City Hall at 1010 First Street South on Tuesday, the 2nd day of March, 1999, to consider said improvements. The hearing time is 7:30 P.M. The City Clerk shall give mailed and published notice of said hearing and improvements as required by law.
