">- -"" o P K \ '"'- February 2, 1999 Council Report 99-019 HOPKINS POLICE DEPARTMENT AED GRANT Staffrecommends approval of the following motion: Approval of Resolut1on 99-004 authorizin~ the Hopkins Police Department to enter into a cooperative agreement with the Minnesota Department of Public Safety to accept a grant for an Automatic External Defibrillator (AED). Overview The 1998 Minnesota legislature authorized the Minnesota Department of Public Safety to purchase or provide funding for the purchase of Automatic External Defibrillators (AEDs) to be used by local law enforcement agencies which serve as first responders in medical situations. AEDs are devices used to provide an electrical shock to the human heart when certain medical conditions have caused the heart to stop functioning properly. The Hopkins Police Department applied to the Department of Public Safety for a grant to receive one of these units and the request was approved. . Primary Issues to Condsider . There is no requirement for matching funds from local units of government. . How will training be provided for the use of this device? Training is provided by the device manufacturer. In addition, as a requirement of obtaining the device from the Department of Public Safety, the Police Department must obtain from its designated medical director, a letter form the Director accepting responsibility for providing the medical direction necessary to implement the e program. Such documentation has been obtained from Dr. Brian Mahoney. Dr. Mahoney is the Medical Director of Hennepin County Emergency Medical Services and, as such, is the designated medical director for the Hopkins Police Department. Alternatives The City Council has the following alternatives regarding this item: 1. Approve the recommendation by staff. This will allow the Department to finalize the agreement with the Department of Public Safety and obtain the AED. 2. Deny approval of the resolution . This resolution must indicate who Emergency is authorized to sign the grant agreement. Please ensure that the exact individual(s) Management 1 authorized in the resolution are the individua/(s) that actually sign the resolution. * Emergency Response It is required in statute that each grantee retain or consult with a physician consultant who is Commission responsible for assisting the agency with issues involving the defibrillator and following up on the . State Fire medical status of the persons on whom a defibrillator has been used. Please include a letter Marshall 'rom the physician who will assume this responsibility for your agency. * Pipeline Safety State Patrol After you have obtained the appropriate signatures on the grant agreements, the physician letter, and a certified copy of the adopted resolution, please send those items to my attention, Traffic Safety at the following address: Department of Public Safety, Office of the Commissioner, 445 Minnesota Street, Suite 1000, North Central Ufe Tower, St. Paul, MN 55101-5000. At this point the state will execute the final grant agreement. Once your grant agreement has been executed I will send to you your executed copy of the grant agreement and information regarding the required training (the training will cover equipment usage and what the state will require for data collection). HENNEPIN COUNTY, MINNESOTA RESOLUTION 99-004 RESOLUTION OF AUTHORIZATION TO ACCEPT AUTOMATIC DEFIBRILLATOR GRANT WHEREAS, the Hopkins Police Department is the primary first responder to medical incidents in the City of Hopkins; and, WHEREAS, the Minnesota Department of Public Safety has purchased Automatic External Defibrillators (AEDs) to distribute to local law enforcement agencies; and, WHEREAS; the Minnesota Department of Public Safety has awarded one (1) AED to the Hopkins Police Department. NOW, THEREFORE, be it resolved, by the City Council of the City of Hopkins, Minnesota: 1. The Council authorizes the Hopkins Police Department to enter into cooperative . agreement with the Minnesota Department of Public Safety to accept the AED for use by the Hopkins Police Department. 2.
