Staff recommends adoption of the following motion: Move that Council adopt Resolution 99-16. Resolution Ordering Improvements, Project 98-09. This action continues an assessable project for street and alley improvements. Overview. Council at its November 4, 1998 meeting authorized Bolton and Menk, Inc. to prepare a feasibility report in regard to street and alley improvements in the neighborhood bounded by Mainstreet/Excelsior Boulevard and 11 th/13th A venues South. That report was presented to Council at its February 2 meeting and a public hearing was ordered for March 2. Hearing notices have been mailed to all affected property owners of record. Scope of improvements Since the introduction of the project 98-09 feasibllity report at the Febmary 2 Council meeting, staff has re-examined plans for a 13th Avenue mill and overlay treatment and revised the construction plans. The attached addendum (green pages) to the preliminary engineer's report provides detail of the re-evaluation of 13th Avenue from Malnstreet to 1st Street South and the associated costs ofreconstmction vs. overlay. Assessment rates are also discussed. Based on the addendum, the following revised project scope is made: 1st Street South (lIth to 13th) Reconstruction 12th Ave. South (Mainstreet to 2nd St.) Reconstructi on 13th Ave. South (Mainstreet to 1st St.) Reconstruction 13th Ave. South (1st St. to 2nd St.) Reconstruction Alley Reconstruction Utility upgrades for water main include removing and replacing four (4) existing gate valves, adding an addltional gate valve, and remove/replace/relocate an existing fire hydrant. Sanitary sewer improvements include manhole and main replacement where conditions dictate, the insulation of shallow main along 13th Avenue South/I st Street South, and . inspection of all service lines as encountered during constmction. Storm sewer upgrades include replacement of the deteriorating and inefficient pipe in 13th A venue South fTOm 1 st to 2nd Street, increasing storm inlet capacity at the I st Street intersection with 12th and 13th Avenues, and replacing the existing 42" pipe ln 1st Street South with a 54" pipe to accommodate increased flows. Amenities recommended are a sidewalk along the north side of 1st Street South between 12th/13th Avenues as a link between Central Park and downtown. Also included is a street light at the 1 st Street/12th A venue intersection. . Project costs and assessments With the submittal of an addendum report, the revised total estimated project cost is $997,320.00. A detail ofproject costs and proposed funding is shown on the last page of the addendum report. The City's assessment policy provides for abutting property owners to be assessed 70% of the actual street reconstmction costs. In addition, side streets, such as 1 st Street South, are assessed to the entire blocks to the north and south of the street. Attached to this report (in yellow pages) is a revised preliminary assessment roll for individual street segments and a compilation of proposed assessments by property owner. . . Project budget The CIP budget for this project is $750,000. . . February 18, 1999 Honorable Mayor and City Council City of Hopkins 1010 1 st Street South Hopkins, .MN 55343-7573 Re: Preliminary Engineering Report 1999 Street and Utility Improvements City Project No, 98-09 Hopkins, MN Council Members: This document has been prepared as an addendum to the above referenced Feasibility Report which was presented to you at the February 2nd Council Meeting, An explanation of revisions to the proposed project, an updated cost estimate, and a adjusted assessment rate associated with these . revisions are all included in this amendment. The Feasibility Report, as presented to you, proposed a mill and overlay improvement to the block of 13th Avenue South between Main Street and First Street South, Additionally, a five foot wide concrete median was recommended along the east side of this block in order to separate the street from the adjacent St. Joseph's Church parking lot. Finally, as a part of the original report, the addition of concrete curb and gutter was proposed along the east side of the street at the south end of the block These improvement are illustrated in Figure 5 of the Feasibility Report, Based on subsequent visual analysis and discussions with City staff, it has been determined that the degree of alligator cracking and patchwork along this block of 13th Avenue South is such that a mill and overlay improvement would not be feasible, Therefore we are recommending the complete reconstruction of the bituminous surface, The proposed concrete median and curb improvements, as described above, are still recommended, The condition of the existing concrete curb along the west side of this block, however, is in good condition and is recommended to remain in place, In accordance vvith City policy, we have evaluated the conditions of the underlying utilities associated vvith the proposed street reconstruction and are recommending improvements to the watermain and storm sewer systems. The existing watermain, as shown in Figure 4 of the Feasibility Report, consists of a six inch pipe at the north end of the block, extending approximately 150 feet south from the watermain running east- . west along Main Street. In order to improve flow conditions throughout the watermain in this area, we recommend that this stub be extended south to the intersection of 13th Avenue South and First . Street South and connected to the existing watermain loop system. An additional fire hydrant along this block is also proposed, In order to reduce the demand on the catch basins at the intersection of 13th Avenue South and First Street South, we recommend that of a pair of catch basins, one on each side of the street, be constructed along this block of 13th Avenue South, just south of the alley entrance, Furthermore, the existing catch basin found in the grass boulevard on the east side of the street shall be relocated along the proposed curbline, Figure 4 in the Feasibility Report illustrates the existing storm sewer conditions, Attached, please find a breakdown of costs for these proposed street and utility improvements, as well as an updated cost estimate for the entire project. This cost estimate summary is intended to replace the summary table found on page 14 of the original report, The original assessment rate for this block, as shown on page 15 of the report, is $11.47 per foot. This rate is based on a 70% assessment of the concrete median and curb improvements, The revised assessment rate, based on a 70% assessment of the concrete median and curb improvements as well as the reconstruction of the bituminous roadway, is $57,96 per foot. However, based on the City's current assessment policy, this assessment will be limited to the cap amount of $48.44 per foot. The proposed utility improvements are not a part of this assessment. The affected property owners include St. Joseph's Church and the City of Hopkins. . CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 99-16 RESOLUTION ORDERING IMPROVEMENT AFTER PUBLIC HEARING PROJECT 98-09 WHEREAS, a resolution of the City Council adopted the 2nd day of February, 1999, fixed a date for a Council hearing on the proposed improvement of alley reconstruction between 12th/13th Avenues south of Mainstreet, street improvements on 12th/13th Avenues South and 1 st Street South, (Proj ect 98-09) including street reconstruction, alley reconstruction, replacement of deficient utilities, and installation of bituminous overlay, and WHEREAS, the Council deems it appropriate and expedient to make such improvements, and WHEREAS, ten days mailed notice and two weeks published notice of the hearing was given, and the hearing was held thereon on the 2nd day of March, 1999, at which all persons desiring to be heard were given an opportunity to be heard thereon, . NOW, THEREFORE, be it resolved by the City Council of the City of Hopkins, Minnesota: 1. Such improvement is hereby ordered as proposed in the Council resolution adopted the 2nd day of Febnmry, 1999. 2. Bolton and Menk, Inc. is hereby designated to prepare plans and specifications for the making of such improvement. Adopted by the City Council of the City of Hopkins this 2nd day of March, 1999.
