CR 99-51 Proposed Parking Changes For Lots 500A/600 CITY OF ~ HOPKINS e March 10, 1999 Council Report 99-051 PROPOSED PARKING CHANGES FOR LOTS 500A and 600 Staff recommends adoption of the following motion: Approve parking changes recommended by staff for Lots SOGA and 600 as outlined in Council Report 99-051, Overview, Staff recently attended a parking issues forum. The purpose was to receive input from business leaders and commercial property owners located in the Hopkins central business district regarding future capacity, enforcement, and funding of the parking system, The majority of the attendees who expressed their opinions stated their unhappiness with the recent changes to Lots 500A, 500B, and part of Lot 600, These lots previously had three-hour time limits and are now ninety-minute parking spaces with one double row designated all-day free parking and one row designated for all-day permit parking only. Many of the attendees also stated that the HBCA does not represent many of the businesses that abut Lots 500A, 500B, and 600 and that these businesses are not notified of parking changes before they occur, . As a result of the forum, a new committee has been established that includes both HBCA members and non-HBCA members, The HBCA Board did not have a meeting scheduled in time to gain their approval of these recommended changes, Staff is now recommending interim changes as outlined in Council Report 99-051. What are the interim changes recommended by staff? . Change the easterly double row of Lot 500A and westerly double row of Lot 600 (on either side of 10th Avenue) from "all-day free parking" back to "three-hour parking or all-day free with a permit." . Change the eastern side of the double row abutting Tenth Avenue North on Lot 600 from "all-day parking with a permit" to "three-hour parking or all-day parking with a permit." . The balance of Lot 500A and SOOB (one single row and three double rows) will remain ninety-minute parking. The remainder of Lot 600 will remain three-hour parking. . Why make these changes now? . The majority of the forum participants who spoke out, mentioned that customers are not able to use the all-day free parking stalls in Lot 500A. e The employees from U. S, Bank arrive to work early in the morning and take-up all of the 24 stalls and leave their cars there all day, The intent of this area was to accommodate customers, not employees. . Many of the forum participants stated that the recent changes have hurt their businesses and customers have threatened not to return. . The three-hour time limits would satisfy the majority of the business/property owners that abut this lot until the new committee can prepare an agreeable plan. . Many of the stalls that were recently changed to all-day permit only (easterly side of the double row abutting Tenth Avenue North on Lot 600) remain open all day because there were not enough permits sold to fill all the stat Is, . How long will these changes be in effect? . These changes will be in effect until the new parking committee has reviewed the situation (a survey may be necessary) and is prepared to make a recommendation, . - -- --. ------ -- . It is apparent that the majority of the propertylbusiness owners were not in favor of the recent parking changes and the recommended changes would satisfy these individuals for at least an interim period. . Tait's SuperValu and the Boston Garden restaurant will not be affected by these changes, as these businesses don't rely as much on the west side of Lot SOOA and Lot 600 for customer parking. . Ifthe committee chooses to survey business/property owners in this area and customers, it may take more than a few months to establish a parking plan. . These changes would only be temporary until the new committee prepares a plan agreeable to most of the propertylbusiness owners, . What are the issues/concerns? . Council requested staff to review the parking changes that were approved . January 16 in six months, staff is recommending changes much earlier, as result of the parking forum held on March 3rd instead of June as required. . Many attendees of the forum expressed their desire to change all of Lots sOOA, SOOB and 600 back to three hours as they were before the recent changes occurred. Staff is recommending only part of these Lots be changed back to three-hours and leave the remaining Lot 500A and 500B as ninety-minute parking, . Staff is recommending the changes not the HBCA Alternatives The City Council has the following alternatives regarding this matter: 1. Approve the action as recommended by staff 2, Continue for additional information, With this action, the Council needs to detail what additional information is required to make a decision. 3. Deny the action. It is assumed that, based on this action, the recommended changes will not occur and Lots SOOA, sOOB and 600 will . remain as they are now
