APPROVE 2002 LOCAL 49 CONTRACT Proposed Action Staff recommends that the Council approve the following motion: Move approval of the 2002 Contract for Local 49. This action will ratify the 2002 contract for the Public Works' employees. Overview The contract calls for a 2.5% wage increase effective January 1, 2002 and a 1 % wage increase effective June 30, 2002. There is an increase of $50.00 per month for health, life, and dental insurance. In addition the contract provides for increased compensation for union employees who are supervising work crews. employees who have water and sewer licenses, and employees who have reached the top level for Maintenance Worker II. These provisions will cost approximately $12.000 more than was budgeted. Primary Issues to Consider . How does this agreement fit in with the 2002 budget? The City budgeted 3.5% for cost of living adjustments and $30.00 per month for benefit increases. The . total cost of the proposed settlement is more than was budgeted. The extra money will comc from contingency. . How does this agreement compare to other contract settlements for 2002 in terms of wage and benefit increases'? Settlements for other cities have generally been in the range of 3.5%. The additional money for the top level of Maintenance Worker II and for the crew leader position helps bring the City more in line vvith the metro average. The $50.00/month increase in insurance is in the range of increases in other cities. Supporting Information . April 9, 2002 Council Report 2002- 58 TEMPORARY 3.2 BEER LICENSE FOR MAINSTREET DAYS Staff recommends approval of the following motion: Move to approve the Hopkins Area Jaycees' application for a Temporary 3.2 Beer License for Hopkins Mainstreet Days from 6:00 p.m. to 12:00 a.m. on Friday, May 17th and from 12:00 p.m. to 12:00 a.m. Saturday, May 18th, 2002, with the condition that a Hopkins Police Officer be present for security from 8:00 p.m. until 12:00 a.m. on Friday and Saturday for the dances. Adoption of this motion will allow the Hopkins Area Jaycees to sell 3.2 beer on sale at the annual Mainstreet Days celebration. Overview The Hopkins Area Jaycees have applied for a license to sell 3.2 beer at the annual Mainstreet Days celebration. They will conduct the sale on the municipal lot 300 . at 9th Avenue and Mainstreet. The Hopkins Police department has reviewed the application and found no reason to deny. PURPOSE 1.01 The Hopkins City Council recognizes that the issuance of temporary 3.2 beer licenses may result in evcnts which disturb surrounding businesses and residents and also may provide an opportunity for underage drinking. Thc City Council believes that by creating a set of rules and regulations in regard to the issuance of these licenses, problems can be avoided and the responsible consumption of 3.2 beer can be encouraged. 2. REGULA TIONS 2.01 A temporary 3.2 beer license will be issued on a per event basis, each event not lasting more than three days. 2.02 Beer sales may only be conducted between the hours of 12:00 p.m. and 12:00 a.m. 2.03 A separate license is required for each location where beer is sold. 2.04 Application for a temporary 3.2 beer license must be received at least five weeks prior to the event. 2.05 Applicants for a temporary 3.2 beer license must be an organization whose plincipal location or office is within the City of Hopkins, has been located in Hopkins for at least two years, and has at least 30 active members. 2.06 Sales and/or consumption of beer will only take place in enclosed building or a fenced area. . 2.07 Individuals under the age of 21 will not be allowed in any designated area where beer is sold or consumed, except if accompanied by a parent or guardian. 2.08 All organizations which have a temporary 3.2 beer license mLlst use the following method for checking identification to ensure that underage individuals do not purchase beer: Anyone wishing to purchase beer must have a either a driver's license, or a Minnesota ID with their picture. Individuals with the proper ID will have their hand stamped so that the actual sellers of the beer will not have to check IDs. If the event exceeds one day, a different color of ink must be used on subsequent days. 2.09 No temporary 3.2 beer license shall be issued in conjunction with a youth activity.) 2.10 The number of temporary 3.2 beer licenses issued in conjunction with all public evcnts2 during any calendar year will be limited to twel ve (12). 2.11 The City Council reserves the right to deny any 3.2 beer license at its sole discretion. 1 A "youth activity" is an activity that is designed primarily for individuals under the age . of 18 or the majority of the participants are under the age of 18. 2A "Public event" means an event where the public is invited or permitted to attend,
