APPROVE CONSULTANT SERVICES PROPOSAL STORM SEWER IMPROVEMENTS HILLTOP PARK PROJECT 98-17 Proposed Action Staff recommends approval of the following motion: Move that Council accept a consultant services proposal from RCM Associates for storm sewer improvements in the Hilltop Park area and authorize the preparation of plans and specifications continqent upon City of Minnetonka approval to Elder Homestead expansion plans. Overview ReM Associates completed a storm water flooding analysis in March 1998 that focused on various flood problem areas in Hopkins. Included in the analysis was the Hilltop Park area. Staff chose to postpone an immediate project once it learned that Elder . Homestead was planning an expansion to its 4th Street North facility and would seek vacation of a Hopkins storm sewer easement to accomplish its goal. The easement is a vital link to Hilltop Park storm water discharge. Elder Homestead now has plans underway for its expansion and the City needs to proceed with its own project. Analysis o proj ect scope As outlined in ReM's 1998 Storm Water Flooding Analysis the following project recommendations are made (refer to attached site map) : liThe construction of the facilities to serve the Hilltop Park area is recommended in three phases. Phase 1 would include constructing a storm sewer pipe from the east low area, north to the R/W line of 4th Street North, westerly along the 4th Street North R/W line to a point where the storm sewer system could discharge into a detention basin located westerly of the Elder Homestead between T.H. 7 and 4th Street North. After 7th and 4th Street North, and construction of the detention basin prior to discharge into T.H. 7 drainage system. Phase 2 would include the outlet for the west low area of . Hilltop Park. This outlet would be constructed northerly and connect to the storm sewer facility constructed along the southerly R/W line of 4th Street North with Phase l. The third Phase of the improvements would be completed with the future reconstruction of 21st Avenue North. Phase 3 will not only include the storm sewer facilities necessary to drain 21st Avenue North but will also provide the opportunity to drain a lower area located westerly of 21st Avenue North. The cost of the Phase 1 improvements is estimated at $150,000 including engineering and administration. The ponding portion of the improvement cost is estimated at $25,000.11 o Consultant proposal RCM Associates proposes to provide design services, prepare plans and specifications, coordinate project efforts with the City of Minnetonka and the developer, assist with bidding, and identify easement requirements concerning this project. The consultant proposes to carry out these services at a cost not to exceed $13,700.00. . Council Report 99-055 March 9, 1999 Page 3 . o Schedule The project schedule appears to be driven in good part by how the Elder Homestead addition project proceeds. The building addition takes place within Minnetonka city boundaries and is therefore subject to that city's review and permitting process. An Elder Homestead spokesman has indicated their project should be underway by the summer of 1999. At minimum the Hopkins' schedule calls for its storm sewer plan to be in place by this spring in order to facilitate a bidding process and construction by summer 1999. o Recommendation Staff has reviewed the RCM proposal, finds that it meets the City's needs, and is fair and reasonable in cost. The construction administration item muller e;ssociates, inc. is estimated based on a project of about $125,000 in construction cost with an estimated n~neers time for a full time field representative of five weeks. This is difficult to estimate at this arc itects stage, I would suggest that we include construction observation as an item in the contract land surveyors but negotiate that fee after a contractor is selected and a more accurate construction figure equal opportunity is known, employer You can expect to have the plans and specifications completed for your review approximately 30 days after it is established that the Cities of Hopkins, Minnetonka and the developer are in agreement on the solution and arc ready to move forward. We propose to perform this work on our hourly rate schedule excluding construction administration with a cap not to exceed $13,700 without your prior approval.
