Proposed Action.
Staff recommends adoption of the following 1110tion: Move that Council adopt Resolution 99-20.
Resolution Approving Plans and Specifications for Alley Reconstruction and Authorize
Advertising for Bids, Project 98-14.
Overview.
Council at its Febmary 2 meeting conducted a public hearing concerning reconstruction of alleys
in the 300 block between 12th/13th Avenues North and the 400 block between 14th/15th
Avenues North. Details of the feasibility study were discussed, as well as unique construction
issues and potential special assessments. Council ordered plans and specifications to be drawn
up as recommended by staff. Final plans are before Council for approval in order to move on to
the bidding phase.

. Constmction issues
Plans call for reconstmcting the existing bituminous alleys with 6-inch concrete "V" design
pavement to a 12-foot width. Driveway aprons adjacent to the alley will be paved between
the new alley edge and existing driveways with materials in kind. No sod restoration is
planned. Topsoil and seed will be placed on all disturbed turf areas along the alley.
Existing turning radii at street intersections are substandard in size. Intersection aprons will
be oversized where feasible to facilitate city truck maneuvering. NSP is being requested to
relocate two poles to augment this plan.

RESOLUTION 99-20
RESOLUTION APPROVING PLANS AND SPECIFICA nONS
FOR ALLEY RECONSTRUCTION
AND AUTHORIZE THE ADVERTISING FOR BIDS
PROJECT 98-14
WHEREAS, pursuant to a resolution passed by the Council on February 2, 1999, plans
and specifications for reconstruction of alleys in the #300 block between 12th/13th Avenues
North and the #400 block between 14th/15th Avenues North have been prepared by the City
Engineer, and he has presented such plans and specifications to the Council for approval,
NOW, THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Milmesota:
1. Such plans and specifications, a copy of which are attached hereto and made a part
hereof, are hereby approved and ordered placed on file in the office of the City Clerk.
. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the
Construction Bulletin an advertisement for bids upon the making of such improvement
under such approved plans and specifications. The advertisement shall be published
twice, at least twenty-one days before date set for bid opening, shall specify the work to
be done, shall state that bids will be received by the clerk until 10:00 A.M., on the 15th
day of April, 1999, at the City Hall, and that no bids shall be considered unless sealed and
filed with the clerk and accompanied by a certified check or bid bond, payable to the City
of Hopkins, Minnesota for 5% of the amount ofsllch bid,
3. The clerk and engineering superintendent are hereby authorized and instructed to receive,
open, and read aloud bids received at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids, and the award of a contract, at the
regular City Council meeting of April 20, 1999.
