RESOLUTION CONCERNING ELDER HOMESTEAD
EXPANSION PROJECT
Staff recommends approval of the following motion: Move to approve Resolution 99-022.
resolution concerning Elder Homestead expansion project.
Acceptance of this motion will establish an official Hopkins position with regard to the Elder
Homestead expansion project.
Overview
Elder Homestead was constructed in 1985 and operates as an assisted living facility for seniors.
While generally a good neighbor and an asset to the communities of Hopkins and Minnetonka,
the operations of the facility have been problematic at times due to parking and loading facilitles
under the current design.
e The facility is owned by Volunteers of America, who are proposing an expansion of the facility.
The proposal is currently before the Minnetonka City Council, and staff recommends that the
City Council adopt an official Hopkins position requesting that issues relative to the design be
reviewed and modified prior to any expansion approvals.
Primary Issues to Consider
. What is the effect of the adoption of this resolution?
Since the project is within the purview and boundaries of the City of Minnetonka, the City
of Hopkins can have no direct effect on the approval of the expansion proposal. As such,
the resolution is intended as advisory to the City ofMinnetonka.

RESOLUTION CONCERNING ELDER HOMESTEAD
EXPANSION PROJECT
WHEREAS, the non-profit Volunteers of America is requesting expansion of the Elder Homestead
property on Fourth Street North in Minnetonka and abutting the City of Hopkins; and
WHEREAS, the City of Hopkins has concerns with regard to the operation and development of this site;
and
WHEREAS, the City of Hopkins wishes to bring these concerns to the attention of the Minntonka City
Council; and
WHEREAS, the current proposal for expansion does not improve upon currently inadequate parking and
loading facilities so as to reduce conflicts on Fourth Street North and Hilltop Park; and
WHEREAS, seven variances were allowed for the initial construction of this facility and an additional
two variances are necessary to allow the expansion; and
. WHEREAS, the City of Hopkins wishes to improve storm water drainage within the abutting
neighborhood and has indicated a willingness to work with Elder Homestead and the City of Minnetonka
to resolve drainage concerns; and
WHEREAS, there is a need for pedestrian and bicycle considerations as part of this development plan.
NOW, THEREFORE, be it resolved by the City Council of the City of Hopkins, Minnesota:
1. The City of Hopkins requests that the City of Minnetonka not approve the Elder Homestead
application in its current form; and
2. Requests that the City ofMinnetonka consider the issues raised in this resolution as part of its
deliberations on the proposed expansion proj ect.
