CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, May 27, 2025 at 6:30 p.m. in the Council
Chambers at Hopkins City Hall, 1010 1st Street South.
Vice-Chairperson Miller called the meeting to order with Commission Members
Fauchald, Montgomery, Ilstrup and Wright attending. Chairperson Terrill was absent.
Also present was City Planner Krzos.
ADOPT AGENDA
Motion by Ilstrup. Second by Wright.
Motion Adopt Agenda as amended.
Ayes: Miller, Montgomery, Wright, Fauchald, Ilstrup
Nays: None. Absent: Terrill. Motion carried.
COMMUNITY COMMENT

CONSENT AGENDA
Motion by Wright. Second by Montgomery.
Motion Approve the Consent Agenda
1. Minutes of the March 25, 2025 Planning & Zoning Commission regular
meeting.
Ayes: Miller, Montgomery, Wright, Fauchald, Ilstrup
Nays: None. Absent: Terrill. Motion carried.
PUBLIC HEARINGS
1. Request for Recommendation on Backyard Cottage Development Code
Amendment
City Planner Krzos presented a summary of Planning & Zoning Commission Report
2025-05. Staff is proposing an amendment to the Development Code regulations
modifying the height and design requirements for backyard cottages (detached
accessory dwelling units). Existing code requires backyard cottages to be no greater
than 1.5 stories and the roof pitch must match the principal building. The proposed
amendment would allow for backyard cottages up to two stories and the roof design
may differ from the principal structure. Additional suggestions to consider including in
the code amendment: increasing the allowed size/floor area from 800 sf to 1,000 sf,
removing the 15’ setback requirement to the principal structure, and removing the
requirement to match exterior materials of the backyard cottage to the principal
structure.

Vice-Chairperson Miller opened the public hearing. Jackie Culp, Hopkins resident at 414
12th Avenue North, spoke in favor of the proposed amendment. Luke Slindee, Hopkins
resident at 130 8th Ave N, spoke in support of the proposed amendment and would like
further amending the Development Code to allow for more available housing options.
Motion by Wright. Second by Fauchald.
Motion to close the Public Hearing.
Ayes: Miller, Montgomery, Wright, Fauchald, Ilstrup
Nays: None. Absent: Terrill. Motion carried.
The Commission further discussed removing the design requirements, increasing
allowed floor area to 1,000 sq ft, and decreasing the setback requirement.
Motion by Ilstrup. Second by Montgomery.
Motion Approve Planning & Zoning Resolution 2025-04 recommending the City
Council adopt the Backyard Cottage Development Code Amendment, including
further modifying amendments to remove exterior finishing material requirement,
decrease setback requirement to 10 feet, and increasing allowed floor size area
to 1,000 sq ft.
Ayes: Miller, Montgomery, Wright, Fauchald, Ilstrup
Nays: None. Absent: Terrill. Motion carried.

ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Ilstrup, second by Wright, the meeting was unanimously adjourned at
7:17 p.m.
