HILLTOP PARK STORM SEWER IMPROVEMENTS

Proposed Action
Staff recommends approval of the following motion: Move that Council
approve plans and authorize bids for the construction of Storm Sewer
Project 98-17, Hilltop Park (Area 2) .
Overview
Council at its March 16 meeting approved a consultant services
proposal with SEH-RCM and authorized plans and specifications to
address storm sewer issues in the Hilltop Park area. The plans are
completed and are now presented to Council for approval and ordering
of bids.

Analysis
. . Improvements
The construction of storm water facilities to serve the Hilltop
Park area will be accomplished with two branch mains. The east
branch includes constructing a 12" storm sewer pipe from the low
area behind homes along 19th Avenue North, northwestward to just
south of 4 th Street North, then westerly through a parking lot
along the south side of 4th Street to a point where the storm
sewer system discharges northward under 4th Street to a detention
basin proposed to be built by the Elder Homestead Development.
The west branch includes installation of a 12" storm pipe from
the park's west low area, northward to the same discharge
location under 4th Street mentioned above. A stub will be
provided for future storm sewer connections from 21st Avenue
North.
The construction of the City's project is predicated on Elder
Homestead's detention pond to be located at the far west of their
expansion site. The City's pipe size and discharge rates have
been coordinated with the pond design. The City's consultant has
been working closely with the Elder Homestead engineer on this
. issue. Elder Homestead contemplates construction to begin mid
June. The City's project will begin mid July at the earliest.
In conjunction with new off-street pipe installation along the
south side of 4th Street, the City will provide new bituminous
surfacing for the existing parking facilities. Staff will
contact residents concerning pending project details.
. Estimated costs
The engineer estimates a project cost of $96,555, including
construction engineering and contingencies. A detailed estimate

. Recommendation
. Staff recommends approval of the project. Project costs are now
estimated to be considerably lower than the anticipated $150,000
cost in the feasibility report. Costs will be paid for by
utility fees and the proceeds from the scheduled July 1999 sale
of the $1.55 million Storm Utility Revenue Bond.
