Staff recommends the following motion: Move to approve Resolution 99-56. approving a
preliminary/final plat at 33_101h Avenue South and 50_9th Avenue South.
At the Zoning and Planning meeting Mr. Brausen moved and Mr. Blair seconded a motion to
approve Resolution RZ99-10, recommending approval of a preliminary/final plat at 33-10th
Avenue South and 50_9th Avenue South. The motion was approved unanimously.
Overview.
The applicant is proposing to re-plat the subject property to adjust the parking lots and
combine the parking areas with the buildings that use the parking. 33-10tll Avenue South is
owned by Parkview and 50_9th A venue South is owned by a trust. Parcel A on the north side
of the property is owned by the trust, and Parcel B is owned by Parkview. The re-plat will
combine parcel B with 50_91h Avenue South. Parcel A will be created for parking for 33-lOth
A venue South. The parking areas will not be changed, nor will any parking be removed.
0 The reason for the fe-platting is to make the ownership of each parking area the same as the
building to which each is adjacent. The trustees of the tmsts are general partners of
Parkview.

The zoning of the property is B-2, Central Business. The Comprehensive Plan has
designated the site as business. The use of the property complies with both documents.

A lot in the B-2 zoning district does not have a minimum lot size.
0 What are the specifics of the plat?
The parking area on the northeast side of the plat will ,be added to Lot 1. Lot 1 is the office
building at 33_10th Avenue South. Lot 2 will add parking adjacent to the building at 50_9th
Avenue South. This adjustment of parking will allow the parking areas of the buildings to be
combined with the buildings.

Staff reviewed the proposed plat with the Commission. Jeff Hagen, representing the
applicant, appeared before the Commission. Mr. Hagen stated that this was a re-plat to adjust
the parking lots with the buildings. No one appeared at the public hearing regarding this
issue.
Alternative!].
1. Approve the preliminary/final plat. By approving the preliminary/final plat, the applicant
will be able to plat the property as proposed.
2. Deny the preliminary/final plat. By denying the preliminary/final plat, the applicant will
not be able to plat the property as proposed. If the City Council considers this alternative,
findings will have to be identified that support this alternative.
0 3. Continue for further information. If the City Council indicates that further information is
needed, the item should be continued.

RESOLUTION NO: 99-56
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING A PRELIMINARYIFlNAL PLAT
WHEREAS, an application for PreliminaryIFinal Plat SUBD99-2 has been made by Parkview
Office Associates;
WHEREAS, the procedural history of the application is as follows:
l. That an application for a preliminary/final plat was made by Parkview Office Associates
on May 28, 1999;
2. That the Hopkins Zoning and Planning Commission, pursuant to mailed and published
notice, held a public hearing on the application and reviewed such application on June 29,
1999: all persons present were given an opportunity to be heard;
3. That the written comments and analysis of City staffwere considered; and
(1 4. A legal description of the subject property is as follows:

Lots 14, 15, 16, 17, 18, 19, 20, 21; the south 25.00 feet of Lots 13 and 22, Block 5,
WEST MINNEAPOLIS, according to the recorded plat thereof and situated in Hennepin
County, Minnesota; together with that part of the vacated alley in said Block 5 lying
southerly of the extensions of the north line of the south 25.00 feet of said Lots 13 and
22.
NOW, THEREFORE, BE IT RESOL YED that the application for Subdivision SUBD99-2 is
hereby approved based on the following Findings of Fact:
1. That the proposed plat meets the subdivision requirements.
2. That the proposed lot meets the zoning requirements.
