TUESDAY, JULY 22, 2025
CALL TO ORDER
Pursuant to due call and notice thereof a regular meeting of the Hopkins Planning &
Zoning Commission was held on Tuesday, July 22, 2025 at 6:30 p.m. in the Council
Chambers at Hopkins City Hall, 1010 1st Street South.
Chairperson Terrill called the meeting to order with Commission Members Miller, Ilstrup,
Wiechert, Ujifusa and Minter attending. Commissioner Montgomery was absent. Also
present was City Planner Krzos, Director of Planning & Development Elverum and
representatives from Kaleidoscope – Brighter Living LLC.
ADOPT AGENDA
Motion by Ilstrup. Second by Miller.
Motion Adopt Agenda as amended.
Ayes: Miller, Ilstrup, Wiechert, Ujifusa, Minter, Terrill.
Nays: None. Absent: Montgomery. Motion carried.

Motion by Miller. Second by Wiechert.
Motion Approve the Consent Agenda
1. Minutes of the June 24, 2025 Planning & Zoning Commission regular
meeting.
Ayes: Miller, Ilstrup, Wiechert, Ujifusa, Minter, Terrill.
Nays: None. Absent: Montgomery. Motion carried.

NEW BUSINESS
1. Review of Concept Plan for Lot 800 (102 10th Avenue North)
City Planner Krzos provided an overview of Planning & Zoning report 2025-06.
Kaleidoscope – Brighter Living LLC is requesting concept plan review for a proposed
townhome development at City-owned Lot 800 (102 10th Avenue North). The concept
proposes four buildings containing 14 for-sale row home units and one accessory
building with 14 covered parking stalls with 14 additional surface stalls on a proposed
driveway. The Commission is asked to provide feedback to the developer on the
concept plans prior to formal land use application submissions.

Though there is no public hearing requirement for concept plan review, Chairperson
Terrill invited members of the public in attendance to comment.
Carol Pedersen, Hopkins resident on 10th Avenue North, questioned where residents in
the neighborhood will park for snow emergencies.
Mark Strom, Hopkins resident at 125 10th Avenue North, expressed concern with the
minimum setback from the street and overall building design.
Michael Pedersen, Hopkins resident at 206 10th Avenue North, questioned the need for
the development and how it will be funded.
Brenda Strom, Hopkins resident at 125 10th Avenue North, voiced support of the
development as an owner-occupied project and expressed dislike of the building design.
Representatives from Kaleidoscope – Brighter Living LLC shared more information on
their concept proposal. The Planning & Zoning Commission expressed general support
for the concept plan and appreciation for the sustainability focus. The Commission also
encouraged the developer to consider the community comments received as they refine
their final plans.
ANNOUNCEMENTS
City Planner Krzos updated the Commission on past projects and upcoming agenda
items.
ADJOURNMENT
There being no further business to come before the Planning & Zoning Commission and
upon a motion by Minter, second by Miller, the meeting was unanimously adjourned at
7:31 p.m.
