SUBJECT: February 13 Council Work Session -- Parking Ramp Security
I. PURPOSE OF MEMO
The purpose of this memo is to outline for the Council
various issues that staff has researched regarding
increasing ramp security. The Council asked that staff
begin to explore this issue, due to the cinema project being
undertaken and the anticipated increase in usage of the
parking ramp due to this project.
II. PRIMARY ISSUES TO CONSIDER
o Will there be a ramp security issue with the new
development?
Staff discussed this matter with Police Captain Jim Liddy.
His feeling is that Hopkins is not perceived to be a major
crime area and additionally he stated there likely would be
no significant increase in crime due to expanded evening use
of the ramp. He feels that crimes will be related more to
property damage and not bodily harm to ramp users.
o What are the ramp security alternatives?
Staff foresees a variety of alternatives available to
increase the level of ramp security.
These issues are as follows:
• Increasing police patrol in the ramp
• Increasing technical monitoring /surveillance devices
• Installing additional interior lighting and /or other
physical upgrades
Attached to this memo is information associated with
upgrading the technical monitoring /surveillance abilities in
the parking ramp. In addition, Community Development and
Police Department staff will be available at the work
session to discuss the other issues.

Dear Mr. Kerrigan,
This letter is in response to the meeting that took place on January 16, 1996 between Mr.
Kerrigan, Mr. Steinman and Mr. Vedi at which time, Vedi Associates' (VA) letter of June
6, 1995 was discussed regarding the City of Hopkins Parking Facility. It was established
to proceed with the Parking Facility Security System Addition in phases. The following
three phases were discussed.
PHASE ONE:
Install 911 telephones at each stair tower. The location was mutually agreed upon at the
grade level stair towers. The phones shall be directly communicable with the 911 operator
by lifting the phone handle. No dial system shall be involved.
Estimated Budget Cost Estimate of Phase One:
Hard Cost (4 Phones) $ 5,000.00
Soft Cost $ 840.00
PHASE TWO:
In addition to 911 telephones, install 22 call stations with two way speakers connected to
the City of Hopkins designated control station by pressing the "help" button at the speaker
(call station). Communication can be established between the person at the call station
and the operator at the security station. Help can be dispatched from the security station
to the designated call station. All call stations will be numbered in conjunction with the
response station numbers at the security station.

PHASE THREE:
In addition to Phases One and Two, install 23 cameras over looking the 22 call stations
and one extra camera at the exit near the future cashier's booth. These cameras will over
see the area where the call came from. Those cameras will be monitored, operated and
focused from the security station.
Budget Cost Estimate for Phase Three:
Hard Cost 23 Cameras $1600 / camera $36,800.00
Monitor Screens and Console $ 5,000.00
Soft Cost $ 6,200.00
The budget cost estimates indicated here are preliminary costs of the probable
construction cost based upon work completed in February 1996. This cost shall be
updated at the time of construction.
The cost involved to connect the wiring from the Parking Facility to the City Hall is not
included here. Also, please add to the estimate approximately 8% for Construction
Contingency Unknowns.
Mr. Kerrigan, as discussed in the above referenced meeting, this is a very tight budget
based upon costs of recent Parking Facility Security Projects. Please review and advise if
VA can be of any further assistance.
