CR 96-10 Parking Lot Improvements - 8th Ave/MainstreetJanuary 9, 1996 Proposed Action Council Report 96 - 10 PARKING LOT IMPROVEMENTS- -8th AVENUE AND MAINSTREET Staff recommends adoption of the following motion: Authorize preparation of plans and specifications for interim parking lot improvements on the City/HRA property located at the northeast corner of Mainstreet and 8th Avenue (Lots 11 and 12, Block 66, West Minneapolis). Overview The City presently owns a vacant lot on the northeast corner of Mainstreet and 8th Avenue. This property was the location of the former City Hall. It has been used over the last several years for parking, which is grandfathered interim use in accordance with the City Zoning Ordinance. In September of last year, staff requested City Council approval to consider authorization for preparation of plans and specifications for this lot to upgrade this property. Staff recently met with MSA Engineering to discuss preparation of plans and specifications. They detailed that a couple of alternatives that are available for improving this lot. Staff is recommending proceeding forward with the less costly alternative. As this property has previously been identified as a redevelopment site, the Council needs to make its decision on whether the subject improvements should be more temporary or permanent. Primary Issues to Consider o What is the purpose of these improvements? o How will these improvements be funded? o What are the alternatives available? o What is the basis for the staff recommendation? These improvements are being proposed for the following reasons: To address problems at 717 Mainstreet. Presently this building, which is owned by the Hopkins HRA, has water in the basement during heavy rainfalls. This is due to the fact that runoff is presently not directed away from the building. Improve the appearance of this area. Presently, this is the only large gravel parking lot in the CDB. How will these improvements be funded? Staff would propose that any improvements be funded with tax increment dollars from the downtown district (TIF 1 -1). o What are the alternatives available for improving this lot? There are two alternatives that have been identified by MSA Engineering. Alternative 1 Do some minor grading and hard surface the lot. This alternative would not include the installation of curb and gutter, but curb stops could be installed at a future date if determined necessary. With this alternative, the drainage issue would not be able to be completely addressed, but would be improved substantially. The cost of this alternative would be approximately $4,400 for preparation of plans/specifications and survey work and $20,000 to $25,000 for construction. This alternative is more temporary in nature and assumes redevelopment of this site on a future date. Alternative 2 Bring in fill to elevate the lot slightly and install a hard surface and curb and gutter. The cost of undertaking this alternative would be approximately $6,000 for preparation of plans/specifications and survey work and $40,000 to $45,000 for construction costs. This alternative calls for more permanent improvements and should be based on a decision that this area will remain parking for an extended period of time. With both of the above alternatives, staff would propose to try to include some minor landscaping adjacent to Mainstreet. Council Report 96 -10 Page 3 o What is the basis for the staff recommendation? Staff is recommending approval of Alternative 1 above. This is based on the fact that this area has been identified as a future redevelopment site. The HRA has previously purchased property on this block in order to facilitate this effort at a future date Staff continues to discuss the availability of this area to developers. The proposed improvements will upgrade the appearance of the subject area until redevelopment does occur. Alternatives The City Council has the following alternatives regarding this matter: 1. Approve the preparation of plans and specifications for improvements as detailed in Alternative 1 of this report. With this action, the Council needs to feel comfortable that the proposed improvements are temporary in nature and that the use is interim until redevelopment occurs. 2. Approve preparation of plans and specifications as detailed in Alternative 2 of this report. These improvements would clearly be more permanent in nature. The Council should select this alternative if it feels that parking will be long -term use on the subject site. 3. Undertake no improvements at this time. The Council should select this alternative based on a determination that parking on this site is interim and redevelopment will occur in the very near future.
