SUBJECT: Cul -de -sacs on 18th and 19th Avenues South at County
Road 3
In October, Staff began investigating the possibility of
constructing cul -de -sacs at the south end of 18th and 19th
Avenues. Several information meetings were held, there were
individual discussions with property owners and Mainstreet
businesses. Staff is requesting that City Council consider the
issues as presented below and provide direction on how to
proceed.
The central issues are:
1) Level of support from 18th Avenue and 19th Avenue residents
2) City Costs
• 3) Traffic impacts
4) Emergency vehicle response time
5) Impact to properties adjacent to cul -de -sacs
6) Conformance with County Road 3 plans
7) Mainstreet business concerns
What follows is information staff has compiled on each issue.
1) Level of Support
Staff has received petitions for and against cul -de -sacs, a
copy of each is attached. A summary of the latest
petitions:

(1) Staff is aware of at least two 19th Avenue residents
who are in favor of a cul -de -sac but whose names don't
appear on the petitions. One is an out -of -sate owner whose
letter is attached the other was from a phone call.

(2) There is a petition in opposition to the cul -de -sac,
however, it was not available to staff at the time this memo
was prepared. It will be available for the City Council
meeting. Staff believes it will show a majority of 19th
Avenue residents opposed to the cul -de -sac.
There are 25 property owners on 18th Avenue South from
Mainstreet to County Road 3 and 21 on the same two blocks of
19th Avenue.
Staff distributed information to Mainstreet businesses west
of 17th Avenue. Two business owners (Dairy Queen and NAPA
Auto Parts) attended a January 10th information meeting.
Both spoke in opposition to cul -de -sacs.
2) City Costs
Hennepin County has agreed to follow their current
cooperative highway project cost participation policy
regarding these cul -de -sacs. This means they will fund more
than half of the construction costs ($15- 20,000).
The majority of city costs are in relocating the house at
130 19th Avenue South. The house must be set back further
to maintain acceptable setback from the right -of -way. The
1995 market value of the property is $73,200.

Traffic counts were obtained from 18th and 19th Avenues on
January 8 -10, 1996 - hourly results are attached. Counts
from a couple other residential areas (7th Avenue North and
Loring Road) are also attached for comparison purposes.
Additionally, a 3 -day traffic count from 17th Avenue South
just north of County Road 3 is included. Counts are a total
of all vehicles traveling in either direction.
If both avenues were closed off, traffic on 17th Avenue
South could increase by approximately ten percent, i.e.,
peak hour traffic flow could increase from 300 -400 to 330 -
440. Staff doesn't feel these increases would present any
problems on 17th Avenue or County Road 3.

The school district (Mr. Larry Lutz, Supervisor of Buildings
and Grounds) has stated that this is a manageable increase
as far as traffic safety near Katherine Curran School is
concerned.
If only 18th Avenue were closed off, traffic on 19th Avenue
could be expected to increase up to 50 %. Peak hour volume
could increase from the current 40 -50 vehicles to 60 -75
vehicles. This would be a noticeable increase in traffic,
especially during the peak afternoon hours.
4) Emergency Vehicle Response Time
Cul -de -sacs would add 20 -30 seconds to the present 60 second
vehicle travel time from the Fire Station. Both the Police
and Fire Departments feel that this is an acceptable
increase to their current response times.
Residents are concerned with the increase and cite it as a
reason for their opposition to the cul -de -sacs.
5) Impact to Properties Adjacent to Cul -de -sacs.
Seven properties are directly impacted. The four property
owners on 18th Avenue feel the impact is acceptable. Three
of the four have signed the petition in favor of the cul -de-
sac.
Due to shorter house setbacks on 19th Avenue, an offset cul-
de -sac has been proposed. This limits the majority of
property impact to 130 19th Avenue South. To maintain an
acceptable setback from the street, the home would have to
be moved back approximately 30 feet. There would be minimal
impact to the property at 128 19th Avenue South.
6) Conformance with County Road 3 Plans
Staff feels cul -de -sacs on these avenues complement
improvements already planned for County Road 3. Currently,
between Highway 169 and Shady Oak Road, there are only three
residential streets which connect to County Road 3. These
cul -de -sacs would eliminate two of them. The other, 20th
Avenue, has no other access available. From a
transportation planning aspect, it is wise to limit direct
access to County Road 3 and use signalized intersections
only.

7) Mainstreet Business Concerns
At least three businesses; Dairy Queen, KFC, and NAPA Auto
Parts are opposed to cul -de -sacs on these avenues. They
believe that closing them off will eliminate a portion of
the traveling public who now stop at their establishments.
From a traffic perspective, the total of all traffic on 18th
and 19th Avenues is less than 10% of the volume which passes
these businesses on Mainstreet. Peak hour traffic on
Mainstreet west of 17th Avenue is in the 600 -700 vehicle
range. Peak hour traffic on 18th and 19th Avenues are 40 -50
vehicles.

We on 18th Ave. So. strongly feel that a cul-de-
sac constructed at the So. end of our street would be
in the very best interest of us as property ow Not
only to lessen the traffic and misuse of the stop sign
at first St., only oje block from the school, but also
encourage the trafficerf16w Tinto the left turn already
proposed in the uggreae of ctunty three at 17th Ave.
With the understanding that all the property own-
ers are in agreement on the impact to their land, and
that no assessments will befall anyone along
the avenue, this looks to be a very possitive change
along with the Co. Rd. 3 project. Please consider this
or any 'other possible alternative's in making our nei-
ghborhood a safer and more desirable place to live, de-
spite the ongoing progress of our community.

As a resident of 19th Avenue So. I understand that
as discussed at the meeting on Dec. 12th, the proposed
construction of a cul -de -sac at the south end of the av-
enuewas never intended to force certain property owners
to give up their land. Also discussed were posslble alt -
ernatives in which to limit the traffic or possibly pro-
ceed in the construction of the cul -de -sac without aquiring
property from anyone unwillingly.
It was also explained that there will be no assess -
ments or other increased money's expected from the resi -
dents along the avenue. This proposal is going to be in-
corporated in the county road 3 project. In light of these
update's from the meetingwe would welcome the idea of a
future cul -de -sac to stop the unessary traffic, as well as
making our neighborhood a safer and quieter place for us all.

Re: Cul -de -sacs on 18th and 19th Avenues South
The residents of 18th and 19th Avenues South had a meeting
with Steve Stadler concerning the construction of cul -de-
sacs. At that meeting we were told that if one resident
said no the cul -de -sac would not be constructed. There were
several no votes.
Ms. Lori Nelson circulated a petition on 18th Avenue South
concerning the cul -de -sac on 18th. This petition should not
have affected 19th Avenue South. Supposedly all of the
residents on 18th Avenue South wanted the cul -de -sac.
However, on 19th Avenue South Mrs. Norma Roeder circulated a
petition which the majority of the residents did not approve
of the cul -de -sac on 19th Avenue South.
Then there was a second meeting at which the petitions were
presented. If so many residents were opposed to the cul -de-
sac the issue should have been dead. However, a third
meeting was called.
At the third meeting Steve Stadler claimed that all of the
residents on 18th Avenue South wanted the cul -de -sac. But
on the second petition circulated by Mrs. Norma Roeder and
me some residents of 18th Avenue South signed stating they
did not want the cul -de -sac.
Rumors are rampant about what is going on and there are many
half truths being told. The total cost has not been told.
The only cost that has been estimated is the construction
cost. What are the payments to the homeowners for the land
they are losing? What is the real affect to the property
values? Is there an increase or decrease in value? How
much? How will this affect property taxes? There has never
even been a ballpark figure.
If the construction of the cul -de -sacs is predetermined why
do we continue to have meetings (at taxpayers expense)
pretending to listen to the residents' concerns and
disapproval. This will probably be crammed down our throat
like anything else city government has already decided is
good for us. After all, "Big Brother" is taking care of us.

ISSUES AND ANSWERS
18TH AND 19TH AVENUE CUL -DE -SACS
PUBLIC INFORMATION /INPUT MEETING
JANUARY 10, 1996
1) Why another public informational meeting when it seems clear
that 18th Avenue is in favor and 19th Avenue is opposed to
the concept?
I'm asking consideration of a new concept which dramatically
reduces the impact to properties at the south end of 19th
Avenue. This was one of the concerns mentioned on the 19th
Avenue petition. Of course, the new 19th Avenue concept
requires the city to purchase the property at 130 19th
Avenue South. City Council would have to decide whether or
not the property would be bought by the city.
Also, this meeting serves as a forum to get Mainstreet west -
end business and school district input.
2) What is the cost of the new cul -de -sac concept on 19th
Avenue?
The 1995 market value of the property at 130 19th Avenue
South is $73,200. The City of Hopkins cost to construct
each cul -de -sac is approximately $5,000- 7,000. The County
will fund almost 60% of+he total construction cost,or about
$15,000.
What would happen to the property at 130 19th Avenue South
if the city purchased it?
This would be a City Council decision but I believe it would
be prudent to demolish the existing house or move the house
further back on the lot, if cost effective. The property
could then be sold as a single family residence.
If cul -de -sacs are constructed, who pays for them?
I have stated that these costs could be included as a part
of the County Road 3 project costs - that there would be no
assessments. The project can be included in the County Road
3 project and the County will in all likelihood, participate
with the costs. At this writing, I'm waiting word from the
County on their cost participation policy in this rather
unique situation. I believe there will be city cost in the
range of $5,000- $7,000 per cul -de -sac. As in the purchase
of the property at 130 19th Avenue South, City Council must
decide if they are willing to absorb these costs into the
city share of the County Road 3 improvements.

5) Will city property taxes go up if the cul -de -sacs are built?
If the city pays any amount to construct cul -de -sacs, then
that amount must ultimately be paid from the city General
Fund. About 1/2 of the 1996 General Fund, or $3,522,700 is
funded with city property taxes.
It is possible that constructing cul -de -sacs will raise the
market value of individual properties on 18th and 19th
Avenues. Therefore, future property taxes on these
properties could go up as city property tax is tied to
market value.
6) If cul -de -sacs, how much curb would be installed?
Curb would be installed at the end of the avenue on the cul-
de -sac portion of the street only. It would not extend up
the avenues.
7) Would emergency vehicle access be hampered if cul -de -sacs
are installed?
In the worst case, emergency vehicles would take about 20
seconds longer to reach homes as compared to current
response times with direct access to County Road 3.
8) How would snow plowing be affected by cul -de -sacs?
As is done currently at several cul -de -sacs in Hopkins,-snow
would be pushed into open boulevard areas at the end of the
cul -de -sac and hauled away periodically, as necessary.
9) If only 18th Avenue is closed off with a cul -de -sac, would
there be additional traffic on 19th Avenue?
Yes, almost certainly there would be additional traffic on
19th Avenue. I'm collecting traffic counts from each avenue
and, barring equipment failure, should have numbers to
report at the meeting.
10) Will the city want to install sidewalks if cul -de -sacs are
constructed?
No. However, we would want to provide bike /pedestrian
access to the County Road 3 sidewalk at the end of the cul-
de -sac. This would entail a short path and a break in the
screening fence.
11) What action might City Council take at the January 16th
meeting?
Before City Council takes any action staff will present all
available information on the issue. Also, any concerned
resident or business owner can provide a brief statement
during the public input portion at the beginning of the
Council meeting. City staff will present information
similar to that included in this issue /answer sheet, any and
all petitions given to city staff, business owner concerns
and traffic count data. Staff will also answer any City
Council questions.
After all information is in and questions addressed, City
Council options could be:
1) Do nothing, that is, direct staff to not pursue cul -de-
sacs on either avenue.

2) Direct staff to follow the desires of each avenue as
expressed through petitions, that is, treat each avenue
separately.
3) Direct staff to further investigate an issue and report
back. Possible issues could be County participation,
traffic concerns, funding, business or school district
issues, etc.
