o Local drainage problem identified
The City's master Storm Water Management Plan cites a situation at the
southern end of Homedale Road in the City park where runoff collects
and is drained by a small pipe system currently in deteriorated
condition. The system drains eastward at the south ends of Hawthorne
and Meadowbrook Roads, through parts of Meadowbrook Golf Course, with
discharge into Minnehaha Creek. Excess runoff that does not enter the
storm sewer at the end of Homedale will flood the park and eventually
overflow southward into Interlachen Golf course in Edina.
Meadowbrook Golf Course has requested Hopkins to upgrade the pipe
system. During large storms the small pipe under the golf course
reportedly pressurizes and water is forced out at pipe joints, lifting
turf and generally causing damage to the landscape.
o Scope of services
The consultant engineer recommends a study phase of the stormwater
issues before any plans are developed. This is based on factors that
have arisen since a phased project was designated in the CIP. The City
of Edina has provided a potential connection to their newly installed
system in their Rollling Green neighborhood east of Interlachen Golf
Course and south of Meadowbrook Golf Course. Meadowbrook Golf Course
has undertaken a project to upgrade its own drainage system and has
begun efforts to abandon the old system of which Hopkins is a part.
Finally, the consultant is beginning to question the wisdom of a
3 -phase project.
The study phase will accomplish several things:
1. Preliminary data collection and hydrologic analysis will enable
the engineer to model design storms and to evaluate pipe and pond
configuration.
2. First steps will be taken to coordinate with the City of Edina,
Meadowbrook Golf Course (Minneapolis Park Board) and Minnehaha
Creek Watershed District.
3. Some preliminary costs will be established that will better
define project phasing, e.g., the City may find it more prudent
to undertake a single project.
o Cost
• RCM Associates has proposed to undertake a preliminary study as
outlined in their attached proposal for a lump sum of $3,800.
o Project schedule
The consultant will complete the initial report within 30 days and
report back to staff. Staff will then approach Council with
recommendations as to project scope and designation of a consultant
for plan development and project administration. Staff estimates final
plans would be ready for a bidding process by mid April.
Staff recommendation
Staff recommends that Council authorize a preliminary storm sewer
study be undertaken by RCM Associates. RCM has a well established and
regarded track record in Hopkins with the numerous storm sewer
projects it has authored in the City.

Dear Mr. Stadler.
Thank you for this opportunity to provide a proposal for engineering services related to
the Meadowbrook/Interlachen Park storm sewer upgrade.
The proposed project will involve replacement of an existing storm sewer which drains
through Meadowbrook Golf Course. This work has been programmed to be completed
in three phases in Calendar Years 1996,1997, and 1998. The downstream end of the
storm sewer will connect to a newly constructed City of Edina storm sewer in the golf
course. The first phase is planned to extend upstream to Meadowbrook Road. The
second phase is planned to extend to Hawthorne Road. The third phase is planned to
extend to Homedale Road and north on that street to connect to the existing storm
sewer.
We recommend an engineering study be conducted first, to better define the scope and
phasing of the project. The Edina Storm Sewer connection was developed after the
Hopkins Storm Water Management Plan (SWMP) was completed, so the cost in the
SWMP may not reflect the current need.
After the project phasing is more clearly defined, we will prepare an estimate of the
associated design fees.
Study Phase
RCM will conduct a study of hydraulic needs and alternative project configurations. The
study will include:
• Initial discussions with staff of the City of Hopkins, City of Edina, and
•
the Mianehaha Creek Watershed District;
Establish general design criteria;
Hydrologic and hydraulic analysis;
Evaluate alternative pipe and pond configurations;

• Letter report
We propose to complete the study u outlined above for a lump sum of $3,800. We
expect to complete the studywithin 30 days from your authorization.
