Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
approve the Moline Water Plant renovation concept and authorize
proceeding with preparation of final construction documents (design -
development phase)."
Overview.
CONCEPT APPROVAL
MOLINE WELLHOUSE AND TREATMENT PLANT RENOVATION
In 1995, the City Council entered in to a contract with RCM, Inc. to
undertake the Wellhouse Improvement to Well #1 (Moline Site). After
meetings with the Utility division and staff we are now at the point
to move into the next phase of this project. The improvements
include:
o New pumps
o Square off building to create room for new piping, SCADA controls
and space to expand the use of the building for the future
New roof
o New exterior
Storage for voting equipment
RCM presented several different exterior finish /insulation and roofing
system options with probable total project cost ranging from $455,000
to $511,000. The project budget as shown in the current CIP is
$676,500. Staff recommends a modular brick and metal roof system with
a total probable construction cost of 508,000 (see attached concept
sketch). RCM will attend the Council meeting and will have samples of
proposed building materials.

Analysis of Issues
o What are the specifics of the architectural and site
improvements?
The most noticeable architectural elements will be the new brick
exterior wall and metal gable roof. The brick will be
approximately 4 "x3 "x8" in size, and individually set with mortar
joints. Colored, textured block will be used for accents at
doors and windows. Two inches of rigid foam insulation will be
installed behind the brick. A complementary colored standing
seam, gabled metal roof and insulation will be installed over the
existing flat roof. Final color selections have not been made,
but staff is considering shades similar to those shown on the
attached concept sketch.
Site improvements will include a small parking area, access from
the future Wendy's frontage road, plantings and sidewalks. Site
work is being coordinated as part of an overall plan of the area
from llth Avenue south to the east end of the park -n -ride lot.
Hoisington - Koegler Group, Inc. is preparing the plan. A
landscape plan will be developed during the design development
phase of the project.
