Proposed Action.
Staff recommends the following motion: Move that Council approve a
chance order and authorize a revision of engineering contract fees
as they relate to the Vallev /Westbrooke East Street Improvements,
Proiect 95 -17.
Overview.
MSA Consulting Engineers are in the midst of preparing construction
plans for the Valley neighborhood street improvements. The engineer
recommends additional borings to ascertain soil conditions and
properties in 8th Street South and 7th Avenue South. Council's
attention is being called to the additional cost involved.
The consultant engineer recommends additional soil borings to better
determine amounts of subgrade preparation needed, to predict
suitability of soils for reuse as fill, and to determine bedding
requirements for the proposed utility upgrades.
o Cost
The fee for the additional borings is $2,150.
o Staff recommendation
Staff feels the additional cost is justified, especially when that
cost is nominal but has the potential to head off huge construction
change orders.

Per our December 22 meeting, we are submitting this cost proposal for the following scope of
services:
Fieldwork
• Drill three standard penetration test borings (8th Street South/7th Avenue South area) to a
depth of 11' each.
• Drill five flight auger borings to a depth of 4'h' each.
• Clear underground public utilities through the Gopher State One Call System.
• Obtain boring location dimensions from existing centerlines or other documented surface
features.
• No surface elevations planned.
Lfiboratory
• Perform basic soil laboratory testing (S100 budget).
Report
• Logs of test borings, along with drilling methods and location information.
• Review of soil conditions and engineering properties.

Our fee for the above listed scope of services will be $2I50. In the event the scope of work needs
to be significantly changed for proper evaluation or as requested by you, we will review the
associated cost revision with you for your approval.
S ch edule
We anticipate drilling can begin somewhere between January 4 to 8, 1996. Verbal results can be
provided shortly after drilling is completed The report should typically follow within one to two
weeks following this, although we can review special schedule needs.
