ZONING ORDINANCE- -FLOOD PLAIN AMENDMENTS

Proposed Action.
Staff recommends the following motion: Move to approve Resolution 96 -10 approving
Ordinance 96 -780, which will amend the flood plain ordinance for first reading.
At the Zoning and Planning meeting, Mr. Brausen moved and Mrs. Kinnich seconded a
motion to approve Resolution RZ96 -1, recommending approval of an amendment to the flood
plain ordinance. The motion carried unanimously.
Overview.
In 1992, 1993, and 1994, the City of Hopkins did a significant amount of work on Nine Mile
Creek in south Hopkins, to lower the flood plain. Because of the work to Nine Mile Creek,
Thermotech was able to construct an addition. The Flood Insurance Rate Maps were revised
with this construction, and the City must revise the flood plain ordinance to reference the date
of the map revision. Also, the flood plain maps were revised in 1992 for work done on the
bridge on Hopkins Crossroads, north of Minnetonka Boulevard.
Attached is the section of the flood plain ordinance that references the date of the revision to
the flood plain ordinance.
Ms. Anderson reviewed the proposed amendments to the flood plain ordinance. There was no
one that came forward to speak on this matter at the public hearing.

RESOLUTION NO: 96 -10
RESOLUTION MAKING FINDINGS OF FACT AND
APPROVING AMENDMENTS TO THE FLOOD PLAIN ORDINANCE
WHEREAS, an application for amendments to the Zoning Ordinance, ZN96 -1, has been made by
the City of Hopkins; and
WHEREAS, the procedural history of the application is as follows:
1. That an application for Zoning Amendment ZN96 -1 was made by the City of Hopkins on
December 29, 1995.
2. That the Hopkins Planning Commission, pursuant to published notice, held a public
hearing on the application and reviewed such application on January 30, 1996: all persons
present were given an opportunity to be heard.
3. That the written comments and analysis of the City staff were considered.
NOW, THEREFORE, BE IT RESOLVED that the application for Zoning Amendment ZN96 -1 is
hereby approved, based on the following Finding of Fact:
1. That the proposed amendments will amend the Flood Insurance Rate Map as required by
the Federal Emergency Management Agency.

ORDINANCE NO. 96 -780
AN ORDINANCE AMENDING THE ZONING ORDINANCE
That the Hopkins Zoning Ordinance No. 545 be, and the same is hereby amended by,
amending the following section:
545.01. Subd. 3. Establishment of official zoning map. The official zoning map together with all
material attached thereto is hereby adopted by reference and declared to be a part of this
ordinance. The attached material shall include the Flood Insurance Study for the City of Hopkins
prepared by the Federal Insurance Administration dated May 5, 1981 June 16. 1992 and the
Flood Boundary and Floodway dated May 5, 1981, and Flood Insurance Rate Maps dated May 5,
1981, June 16, 1992. and December 19. 1995 therein. The Official Zoning Map shall be on file in
the Office of the City Clerk and the Zoning Administrator.
