PARKING LOT IMPROVEMENTS
8TH AVENUE AND MAINSTREET
Proposed Action.
Staff recommends adoption of the following motion: "Authorized in-
house preparation of plans and specifications for 1997 construction of
interim parkins lot improvements on the Citv /HRA property located at
the northeast corner of Mainstreet and 8th Avenue (Lots 11 and 12.
Block 66, West Minneapolis."
Overview.
In September 1995, City Council authorized preparation of plans and
specifications to improve the parking lot at 8th Avenue and
Mainstreet. Improvements were to include grading, hard surfacing and
possible installation of curb and gutter.
At the January 16, 1996 City Council meeting, staff presented two
alternatives for improving the gravel parking area. Both alternatives
involved hiring a consultant to perform design services. Staff
recommended the least cost alternative which graded the lot to drain
properly and provided asphalt surfacing with no curb and gutter. City
Council was concerned with the estimated $25,000 - $30,000 cost to
design and construct this improvement.
A third alternative would be to design these improvements in -house
during 1996 and construct the project in 1997.
Primary Issues to Consider
o What would be the cost savings?
In -house design would lower the cost approximately 20 %. Probable
construction costs would remain at $20,000 - 25,000.
o Are there any problems anticipated in waiting until 1997 to
improve this lot?
This corner parking area has been in the current condition for
many years. S aff doesn't feel there would be any negative
ramifications t•! olding off one year on these improvements.
