CR 96-30 Feasibility Report - Alley ReconstructionFebruary 12, 1996 James Gessele Engineering Superintendent Order Feasibility Report 1996 Alley Reconstruction Council Report 96 -30 Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolution 96 -13. Resolution Ordering Preparation of Feasibility Report - 1996 Alley Reconstruction. This action is the first step in a special assessment project concerning alley upgrading for which no petition has been submitted. Overview. The City has no formal alley paving program, but Council has instructed staff to present projects for consideration where alleys have posed maintenance problems. The 1996 CIP identifies two high maintenance alleys and staff is proposing to upgrade them even though no petitions have been submitted. One of the roadways, between 12th /13th Aves. South and lst /2nd Street South, will be dealt with as part of the County Road 3 improvements. Staff proposes that this report concern only the "T" alley between Mainstreet /2nd Street South and 6th /7th Aves. South. Primary Issues to Consider. o Existing alley conditions O Need for feasibility report O Preliminary project schedule Supporting Information. O Location map a Resolution 96 -13 • Analysis. O Existing alley conditions The alley under consideration is a bituminous roadway. Asphalt surface conditions are generally poor and characterized by numerous patches, especially in the north -south leg of the "T" alley. Drainage issues are prevalent throughout the area. Several back yards are prone to standing water because of no drainage to the alley. There are potential problems for City trucks to maneuver through the "T" intersection. o Need for feasibility study Feasibility reports are a mandatory procedure in the MS Chapter 429 assessment process. In addition, feasibility reports provide Council with detailed information and are a useful basis for deciding whether to pursue improvement projects. Information in the reports will give Council project costs, potential assessment amounts per lot, and the City's share of the project cost. Present policy calls for the City to assume a 20% share of the project costs. The feasibility report will be prepared by the City Engineer or his designate. o Preliminary project schedule February 20 Council orders feasibility report March 6 Council orders public hearing March 20 Public information meeting April 2 Public hearing and order plans April 16 Approve plans and order bids May 16 Bid opening May 21 Award of bid 2`D (96) 45 129. 52 26 1ST" (97' (98) 45145 129.95 (118) 28 129.09 8 23 /( I1.) 130 7 ( 101) (IO2) 10 ( io) 12 r( 137) 127.81 C 11 N i0 7 cut 66 S 1 66 • 50 11 11 1 F- 11 66 ip 5 4 I ?? 79 MA ) 3 — . d .... 4 ` -.y 36.25 N Q 5 4 4 45 45 4 vit 128:95 •;130 IN ` -I ` h CO 66 0 0 I ioisinun 129.47 28, (26) 1 8 (24) 25 128.41 53 ( 2 129.95 8 (94)4 1129._3_ (92) a3 129.09 " 126. 02 ,12 130 11 •.r. 129.73 s 10 39 5; 1 26: 4 ) II 4 1288.662 5 36 129.73 : 130 8 ,Q, A W 4 -9-71 130 130 1 1 ' (72) 11 N (95) 49 129.73 (153) 27 14 (55) %29. _ (48) 3) 3S : 13 16130 130 gg 1 17 _ (x ?. - (37 517 ,•(1 ( 146) 127 ` ,.k :.,i.., at 30 44)31 • 127.6 18 66 ( 1 127.39 = :::: •: 18 6s ° 147)3 130 30 1.
