Council Report 96 -30
Proposed Action.
Staff recommends adoption of the following motion: Move that
Council adopt Resolution 96 -13. Resolution Ordering Preparation
of Feasibility Report - 1996 Alley Reconstruction.
This action is the first step in a special assessment project
concerning alley upgrading for which no petition has been
submitted.
Overview.
The City has no formal alley paving program, but Council has
instructed staff to present projects for consideration where
alleys have posed maintenance problems. The 1996 CIP identifies
two high maintenance alleys and staff is proposing to upgrade
them even though no petitions have been submitted. One of the
roadways, between 12th /13th Aves. South and lst /2nd Street South,
will be dealt with as part of the County Road 3 improvements.
Staff proposes that this report concern only the "T" alley
between Mainstreet /2nd Street South and 6th /7th Aves. South.

Analysis.
O Existing alley conditions
The alley under consideration is a bituminous roadway.
Asphalt surface conditions are generally poor and
characterized by numerous patches, especially in the
north -south leg of the "T" alley. Drainage issues are
prevalent throughout the area. Several back yards are prone
to standing water because of no drainage to the alley. There
are potential problems for City trucks to maneuver through
the "T" intersection.
o Need for feasibility study
Feasibility reports are a mandatory procedure in the MS
Chapter 429 assessment process. In addition, feasibility
reports provide Council with detailed information and are a
useful basis for deciding whether to pursue improvement
projects. Information in the reports will give Council
project costs, potential assessment amounts per lot, and the
City's share of the project cost. Present policy calls for
the City to assume a 20% share of the project costs. The
feasibility report will be prepared by the City Engineer or
his designate.

RESOLUTION NO. 96 -13
RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT FOR
A 1996 ALLEY RECONSTRUCTION PROJECT :
PROJECT 96 -05
WHEREAS, the alley bounded by Mainstreet /2nd Street South and
6th /7th Avenues is deemed to be in deteriorated condition,
and
WHEREAS, City staff is requesting that the alley be upgraded
under the current assessment policy even though no petition
for the upgrade has been submitted, and
WHEREAS, the first step in the assessment procedure is the
ordering of a feasibility report.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Hopkins, Minnesota, that the proposed improvements be
referred to the City Engineer for study and that he is
instructed to report to the Council with all convenient speed
advising the Council in a preliminary way as to whether the
proposed improvement is feasible and as to whether it should
best be made as proposed or in connection with some other
improvement, and the estimated cost of the improvement as
recommended.
Adopted by the City Council of the City of Hopkins, Minnesota,
this 20th day of February, 1996.
