1996 Residential Street Improvements
Proposed Action.
Staff recommends adoption of the following motion: Move that Council
Adopt Resolution 96 -17 Resolution Approving Plans and
Specifications, 1996 Residential Street Improvement Proiects 95 -16
and 95 -17 and Authorizing Bids.
Overview.
The City Council at its regular December 19, 1995 meeting conducted
public hearings concerning the reconstruction of Sweet Briar Lane and
Burnes Drive and street improvements in south Hopkins in the
Valley /Westbrooke East neighborhoods. Council authorized the two
projects to proceed with plans and specifications to be drawn up.
MSA Consulting Engineers has prepared those plans and staff now seeks
authorization to continue to the bidding phase.
Primary Issues to Consider.
o Should plans be accepted as presented?
The projects are essentially identical to what has been
represented in the feasibility study and the public hearing.
There are some modifications to street sections in 8th Avenue and
8th Street South proposals. MSA Consulting Engineers will
present the plans to Council with its recommendations to the best
and most feasible plans for reconstruction and rehabing. Staff
recommends accepting the plans as proposed.

RESOLUTION NO. 96 -17
RESOLUTION APPROVING PLANS AND SPECIFICATIONS
1996 RESIDENTIAL STREET IMPROVEMENT PROJECTS 95 -16 AND 95 -17
AND AUTHORIZING ADVERTISEMENT FOR BIDS
WHEREAS, pursuant to a resolution passed by the Council on December
19, 1995, plans and specifications for reconstruction of Burnes
Drive, Sweet Briar Lane, 8th Ave. South between 6th and 7th
Streets, 7th Avenue South between 7th and 9th Streets, and 8th
Street South between 6th and 8th Avenues have been prepared by
MSA Consulting Engineers and have presented such plans and
specifications to the Council for approval.
NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins,
Minnesota:
Adopted this 20th day of February, 1996.
ATTEST:
1. Such plans and specifications, a copy of which are attached
hereto and made a part hereof, are hereby approved and
ordered placed on file in the office of the City Clerk.
2. The City Clerk shall prepare and cause to be inserted in
the official paper and in the Construction Bulletin an
advertisement for bids upon the making of such improvement
under such approved plans and specifications. The
advertisement shall be published three times, at least
three weeks before date set for bid opening, shall specify
the work to be done, shall state that bids will be received
by the clerk until 2:00 p.m., on the 15th day of March,
1996, at the City Hall and that no bids shall be considered
unless sealed and filed with the clerk and accompanied by a
certified check or bid bond, payable to the City of
Hopkins, Minnesota for 5% of the amount of such bid.
3. The clerk and city engineer are hereby authorized and
instructed to receive, open, and read aloud bids received
at the time and place herein noted, and to tabulate the
bids received. The Council will consider the bids and
award of contract at the regular City Council meeting of
May 21, 1996, in the Council Chambers.
