City issued a Request for Proposals (RFP) for the HRA-owned property in October 2024
and received one proposal from Footprint Development for these properties. Following
closed door meetings to discuss the proposal on January 14 and February 4, the City
Council elected to continue discussions and take next steps with the developer through
a Preliminary Development Agreement (PDA). Ms. Elverum introduced Cody Fisher with
Footprint Development to provide more detail on the current concept proposal.
The City Council was asked to approve the Preliminary Development Agreement, which
will begin the public process to provide feedback on the concept proposal. Following
approval, a neighborhood meeting will be scheduled for March 12 followed by Planning
