HRA Minutes 2025-03-04HOPKINS HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING PROCEEDINGS TUESDAY, MARCH 4, 2025 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Hopkins Housing and Redevelopment Authority was held on Tuesday, March 4, 2025, at 6:30 p.m. in the Council Chambers at City Hall, 1010 1st Street South. Board Chairperson Hanlon called the meeting to order with Board Members Hunke, Goodlund, Kuznia and Garrido attending. Others attending included Executive Director Mornson, Planning and Development Director Elverum, and Cody Fisher of Footprint Development. ADOPT AGENDA Motion by Garrido. Second by Hunke. Motion to Adopt the Agenda. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. CONSENT AGENDA Motion by Goodlund. Second by Kuznia. Motion to approve the Consent Agenda. 1. Approve Minutes of the February 4, 2025 regular meeting 2. Approve Disbursements through February 19, 2025 3. Rental Register Write Off for FYE 03/31/2025 Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None. NEW BUSINESS 1. Preliminary Development Agreement – 501/525 Mainstreet; 15 6th Ave N Director of Planning and Development Elverum summarized HRA Report 2025-05 and the background on HRA-owned land at 501/525 Mainstreet and 15 6th Avenue North. The City issued a Request for Proposals (RFP) for the HRA-owned property in October 2024 and received one proposal from Footprint Development for these properties. Following closed door meetings to discuss the proposal on January 14 and February 4, the City Council elected to continue discussions and take next steps with the developer through a Preliminary Development Agreement (PDA). Ms. Elverum introduced Cody Fisher with Footprint Development to provide more detail on the current concept proposal. The City Council was asked to approve the Preliminary Development Agreement, which will begin the public process to provide feedback on the concept proposal. Following approval, a neighborhood meeting will be scheduled for March 12 followed by Planning & Zoning Commission concept review on March 25 and City Council review on April 15. HOPKINS HOUSING AND REDEVELOPMENT AUTHORITY REGULAR MEETING PROCEEDINGS TUESDAY, MARCH 4, 2025 Purchase Agreement negotiations would begin after feedback is received from the public, Planning & Zoning Commission, and City Council. Council was generally supportive of the proposed development. Discussion included sustainability features, parking and impact on neighboring properties, prospective tenants of the development, and anticipated timeline for development of the two phases of the project. Motion by Hunke. Second by Garrido. Motion to Approve Preliminary Development Agreement between the Hopkins Housing and Redevelopment Authority, the City of Hopkins and Footprint Development, LLC. Ayes: Hunke, Goodlund, Garrido, Kuznia, Hanlon. Nays: None.
