PRECINCT BOUNDARY CHANGE AND RE- NUMBER

Proposed Action
Staff recommends the following motion. Move to approve the new
boundaries on the precinct map that expand precinct four and
combine the remainder of precincts six and seven into one
precinct (number six) and re- number precincts 8B and 8A to seven
and eight respectively, effective May 22, 1996.
Last November, after the Municipal Election, a call was left on
the Razzle message line asking why residents of apartments by the
Activity Center had to go to the Library to vote. The caller
said they could walk to the Activity Center, but required
transportation to the Library. This call prompted a review of
the precinct divisions.
We are estimating that approximately 200 voters will be moved
from precincts six and seven to precinct four. This will raise
the total number of registered voters in precinct four to
approximately 1200. The number remaining in a new precinct six
will be approximately 1200. This is not out of line with the
other precincts in Hopkins. There are three other precincts with
over 1000 registered voters.
The effective date is chosen so that changes will not be made
before the School Election on May 21, 1996.

Primary Issues to Consider
What are the advantages and disadvantages?
Those voters who live in the apartments by the Activity Center
will be accommodated. It is becoming more difficult to find
judges for the elections. This will reduce the overall number of
judges and reduce the cost of the election by approximately
$500.00 in wages to judges alone. Other savings will be in staff
overtime. By eliminating one precinct, we will have one back -up
Optiscan voting machine. The disadvantage will be to those
voters in precinct six who may not be happy with the change.
Whv keep the polling place at Alice Smith Elementary?
At this time, the polling place for precinct seven is at the
Library. The room there is small and in the back of the library.
We tie up their only meeting room for one and one half to two
days. Alice Smith uses the area in the entrance to the school.
There is ample room for additional voters.
Lynn Grey of Alice Smith Elementary school was asked if adding
approximately five hundred voters to that location would be a
problem for the school. She responded that in her opinion, it
would not.
How will the changes affect the voters of these precincts?
We will be accommodating those voters that are being changed to
precinct four. Those who live in the near -by apartments will
have easier access to the polling place. Some of the voters who
are in what is currently precinct seven may not be happy. Those
who live closest to the library will be the least happy. Few
voters from precinct six will be affected.
How will the voters be notified of the polling place chancre?
After the changes are in place, Hennepin County will notify all
those who will vote in a different polling place. Those who will
need to be notified in this instance are those from precinct
seven and those few from six who are being changed to four. The
cost of notification will be between $150 and $200.
Time frame.
After Council approval, Hennepin County will make the changes on
the map. It will be sent to us for verification and then the
changes will be sent to the Secretary of State's office and will
be official. Hennepin County will then make the changes on the
roster. This will take no more than two weeks. The notification
of change will be done after May 22, 1996.
