Proposed Action.
Staff recommends adoption of the following motion: "Move that Council
adopt Resolution 96 -26, Resolution Ordering Preparation of Feasibility
Report — 1996 Alley Reconstruction Project B."
This action is the first step in a special assessment project
concerning alley upgrading for which no petition has been submitted.
Overview.
The 1996 CIP identifies two alleys for reconstruction - both pose
maintenance and /or drainage problems. This report concerns the alley
between 12th /13th Avenues South and lst /2nd Street South. Staff
proposed to have MSA Consulting Engineers prepare the feasibility
report and design of this alley reconstruction. MSA is already
designing water main replacement and reconstruction of 2nd Street
South, from 11th Avenue dead -end to 13th Avenue South. This work is a
logical extension, especially in regard to elevations /drainage
considerations at the south end of the alley at 2nd Street South.
Staff is aware of a desire of one property owner to reconstruct an
existing parking lot adjacent to this alley. It would be prudent to
include this work with the city's alley project. Staff will be
meeting with the property owner this week to discuss possibly
petitioning council to include the parking area work.

Analysis of Issues
o Existing alley conditions
The alley is of bituminous construction. The asphalt surface
conditions and drainage are very poor at the upper and lower
areas of this alley. Persistent pot holes and standing water
have made it extremely difficult to maintain a decent drivable
roadway.

o Need for feasibility report
Feasibility reports are a mandatory procedure in the MS Chapter
429 assessment process. In addition, Feasibility reports provide
Council with detailed information and are a useful basis for
deciding where to pursue improvement projects. Information in
the reports will give Council project costs, potential assessment
amounts per lot, and the City's share of the project cost.
Present policy calls for the city to assume a 20% share of the
project costs.

RESOLUTION NO. 96 -26
RESOLUTION ORDERING THE PREPARATION OF FEASIBILITY REPORT
1996 ALLEY RECONSTRUCTION PROJECT B
WHEREAS, the alley bounded by 1st Street South /2nd Street
South and 12th /13th Avenues is deemed to be in
deteriorated condition, and
WHEREAS, city staff is requesting that the alley be upgraded
under the current assessment policy even though no
petition for the upgrade has been submitted, and
WHEREAS, the first step in the assessment procedure is the
ordering of a feasibility report.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Hopkins, Minnesota, that the proposed
improvements be referred to the City Engineer for study
and that he is instructed to report to the Council with
all convenient speed advising the Council in a
preliminary way as to whether the proposed improvement
is feasible and as to whether is should be made as
proposed or in connection with some other improvement,
and the estimated cost of the improvement as
recommended.
Adopted by the City Council of the City of Hopkins,
Minnesota, this 19th day of March 1996.
