Proposed Action.
Staff recommends the following motion: Move that Council adopt
Resolution 96 -27. Resolution for Hearina on Proposed Assessments.
1996 Residential Street Improvements. Proiects 95 -16 and 95 -17.
The bid opening for the 1996 Street Improvements, Projects 95 -16
and 95 -17 was held March 15. An assessment roll has been
prepared and the calculations are based on the low construction
bid submitted by Hardrives, Inc. Contingency costs equal to 5%
of the construction bid and admin. /legal costs of 7% have been
added to the construction bid. The calculations are attached
along with the summary assessment roll. The assessment estimates
for street reconstruction in the feasibility report were 19%
higher for both street projects. The proposed alley assessments
are approximately 6% higher than the feasibility study estimates.

n Analysis of costs and proposed assessments
The consultant has examined all bids and finds them in order.
Bidder qualifications have been examined and verified.
Hardrives is a fully qualified bidder and a competent
contractor in the Twin City area.
Computations used to derive the proposed assessments are
found on the estimated project costs worksheet and the
summary assessment rolls. The assessable portion of the
final construction cost is divided by assessable footage to
derive the assessment rate. Residential street rates are
substantially lower than feasibility study estimates. The
alley reconstruction rates are about 6% higher than earlier
estimates.
Council should be aware that the proposed assessment roll
assumes owners along 7th and 8th Avenues South where a
bituminous overlay will be installed will not be assessed for
the costs. The same assumption is made for owners along
reconstructed 8th Street South. Staff continues to recommend
that the City assume the funding for these project elements.
Hearing date
Staff recommends a special assessment hearing be held on
April 16, 1996. This is in keeping with a project schedule
that anticipates construction to begin by June 3, 1996.

We have tabulated the construction bids opened on Friday, March 15, 1996, for the above
referenced project. There were a total of five (5) bids submitted with a range of
$581,329.80 to $747,682.30. The bid proposals are ranked as follows:

Resolution For Hearing on Proposed Assessments
1996 Residential Street Improvements, Projects 95 -16 and 95 -17
WHEREAS, the Engineering Superintendent has prepared an
assessment roll for 1996 Residential Street Improvements,
Projects 95 -16 and 95 -17, and
WHEREAS, the City Clerk has notified the Council that such
proposed assessments have been completed and filed in his
office for public inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. A hearing shall be held on the 16th day of April, 1996,
at the City Hall at 7 :30 P.M. to pass upon such
proposed assessments and at such time and place all
persons owning property affected by such improvements
will be given an opportunity to be heard with reference
to such assessment.
2. The City Clerk is hereby directed to cause a notice of
hearing on the proposed assessments to be published in
the official newspaper at least two weeks prior to the
hearing and to mail notices to the owners of all
property affected by said assessments.
3. The notice of hearing shall state the date, time and
place of hearing, the general nature of the
improvement, the area to be assessed, the total cost of
each of such improvements, and that the proposed
assessment roll is on file with the clerk and that
written or oral objections will be considered.
4. The portion of the cost to be assessed against
benefited property owners is declared to be
$205,701.88.
5. Assessments shall be payable in annual installments
extending over a period of 10 years and shall bear
interest at a rate of 8 percent per annum.
Adopted by the City Council of Hopkins, Minnesota, this 19th'day
of March, 1996.
