Subject: Ordering Assessment Hearing
1996 Street Improvement Projects
You will note that no formal report concerning an assessment
hearing for 1996 street improvements is attached to your agenda
packet. That report will be delivered to you by late Monday
afternoon, March 18.
Staff normally prepares a preliminary assessment roll at the time
it requests Council to order an assessment hearing. This is done
to facilitate an informed Council decision. An occasion could
arise where proposed assessments might be perceived as being out
of line. The contractor's low bid forms the basis for drawing up
the proposed assessments. The bid opening is being held late
Friday, March 15, and staff will need until March 18 to prepare
the assessment roll.
Staff apologizes for this departure from procedure but sees no
other way to provide the needed information before moving on to
an assessment hearing.
