Memo Arts Facility Discussion• CITY OF HOPKINS MEMORANDUM DATE: April 5, 1996 TO: Honorable Mayor and Members of the City Council FROM: Steven C. Mielke, City Manager A SUBJECT: Arts Facility -- Discussion of Next Steps At the April 9 work session, staff wishes to discuss with the Council a proposed package of items which need to be resolved as we head toward the construction of the arts facility. Included with this memo is an outline of proposed issues which need to be resolved. The purpose of the April 9 meeting is not to resolve those issues, but instead to verify that the topics cover all the items that the HRA will want us to resolve. It's anticipated that the staff will back with some of these items during the first part of May, asking for action on some of them. The Fund Development Committee and the Facilities Committee are both beginning their work, and they will also be recommending action on some of these items. Attachment: Arts Center 4/5/96 A. Ownership, Operation /Management 1. Ownership - Assumed to be City and tax exempt - Name of facility 2. Operation - Organizational structure (Council, staff, community roles) ARTS CENTER - Master lease vs. multiple leases (Affects management costs and structure) - Letters of intent B. Design /Construction 1. Construction managers vs. design /build approach (Assumes we use method to get guaranteed price) 2. Revised design concept to meet $35 million budget and 30,500 square foot design 3. Schedule of design to construction (Assumes design will begin as funds are raised) 4. Approvals process- -site plan, parking management 5. Tenant occupancy /grand opening C. Fund Raising 1. Establish fiscal agent 2. Establish financial policies 3. Fund raising plan /schedule (Currently in organizational stage) D. Funding Commitments - City - State - School District - Tenants 4/5/96
