Proposed Action.
Staff recommends the following motion: Move that Council adopt
Resolution 96 -29. Resolution Ordering Improvement After Public
Hearin -Allev Reconstruction. Proiect 96 -05.
This action continues an assessable improvement project in the #10 - #100
Block south of Mainstreet between 6th and 7th Avenues South. Plans and
specifications will be developed for Council approval.
Overview.
Council at its March 6 meeting considered and accepted a feasibility
report concerning the reconstruction of the above- referenced alley and
ordered a public hearing for April 2. Notices of this hearing have been
sent to all affected property owners. A public information meeting was
conducted March 20 for discussion of all improvement issues, estimated
costs and assessment policies.

The subject alley is one identified in a 1989 condition survey and the
1996 C.I.P. as one targeted for reconstruction. The feasibility study
identifies the alley as unimproved because of its non - uniform and
substandard asphalt depth of 1 to 1,1/2 inches. It is characterized as
having poor drainage patterns and numerous pothole patches. The rear
property at 53 -7th Avenue South suffers encroachment at the "T"
intersection where trash collection and snow plowing operations
encounter difficulties in maneuvering through the turn.
The proposed reconstruction design calls for a 6" concrete pavement
section, 12 feet wide, with a "V" depression in the middle to facilitate
storm drainage. Restoration to abutting driveways will be with materials
in kind and turf establishment shall be with topsoil and seed. No sod
will be used.
Project costs to be assessed (80% of the project cost) are estimated at
$33,448.80. With a proposed assessable lineal footage of 1265 feet this
translates into an assessment rate of $26.44. Single family residential
lots are proposed to have their assessable footage capped at 75 feet.
All other lots are proposed to be assessed at actual abutting footage.
• Neighborhood issues
Staff conducted a project information meeting with the neighborhood
residents on March 20. Issues presented by the residents centered around
questioning the need for a concrete alley: Is money wisely spent on a
concrete roadway in a neighborhood that may face redevelopment? Is there
a real need to reconstruct? Isn't bituminous patching a sufficient
remedy? By what authority does the City replace its remaining bituminous
alleys with concrete?
Staff deferred discussion on the first question until further research
could be done. Staff in the meantime has established that the
neighborhood is zoned residential and very likely to remain so into the
foreseeable future. Given that fact and the immediate need to alleviate
a deplorable roadway condition, staff has no problem in recommending
investment in a concrete reconstruction.
Staff spent considerable time in discussing the remaining questions. The
current conditions and associated high maintenance costs were reviewed.
The advantages of concrete over bituminous in controlling drainage were
discussed. Lastly, staff returned to its 1989 alley condition survey and
1992 Council memo and ensuing support for an alley upgrade program as
the blueprint for the systematic replacement of deteriorated bituminous
alleys with concrete.

• Review of the City's alley upgrade program
Staff recommends that Council review the attached 1992 memo from the
Public Works Director. That memo and the subsequent discussion it
engendered at a Council work session were the impetus for developing a
program to upgrade the City's alleys. Staff feels the memo still
presents a valid case for concrete alleys, and nothing has developed in
the public works sector to detract from the argument that gravel and
bituminous alleys are a maintenance nightmare and that drainage issues
are better solved by using concrete.
• Possible alternative improvement
The resident at 54 -6th Avenue South has suggested that a branch of the
east /west "T" alley adjoining his property be vacated and subsequently
turned over to adjoining owners. Staff is examining that option and will
have further information should that alternative be posed at the public
hearing. The obvious ramification of such a proposal would be to reduce
the project scope, construction costs, and the assessment rate.
• Staff recommendation
Staff recommends that Council order the improvement made and that plans

This Council proposes to proceed under the authority granted by
Chapter 429 MSA.

Dear Hopkins Resident /Property Owner:
At its regular meeting on March 6, the City Council passed a
resolution calling for a public hearing encompassing
reconstruction of the alley in the 110 Block south of Mainstreet
between 6th and 7th Avenues South. This alley has caused
continuing maintenance problems for Public Works and is deemed to
be in poor condition. Complete reconstruction with concrete
would improve surface conditions and provide edge and drainage
control.` City staff is requesting that this alley be upgraded
under the current assessment policy even though no petition has
been submitted.
The Public Works Department would like to meet with you at _a
public information meeting to discuss in detail preliminary
plans, costs, and financing. We have planned a meeting for
7 :00 p.m. Wednesday, March 20, 1996 in the lower level meeting
zoom (Raspberry Room A) at City Hall.

FEASIBILITY REPORT
CONCRETE ALLEY PAVING
CITY PROJECT NO.96 -05
March 6, 1996
The 1996 -2000 Capital Improvement Plan (C.I.P.) includes an alley - paving project for each
year of the five -year plan. The 1996 plan identified two alleys that staff determined were
necessary to upgrade with concrete paving due to the high maintenance and drainage
problems associated with them. The City Council reviewed these proposed alley- paving
projects during their review of the C.I.P., and subsequently authorized staff to begin the initial
analysis of these projects upon their adoption of the C.I.P.
Background
The "t" alley bounded by Mainstreet/2nd Street South and 6th/7th Avenues South is presently
considered an unimproved alley. Its surface consists of a 1 to 1.5 inch asphalt layer that has
poor drainage characteristics. The combination of the thin asphalt layer and the poor drainage
patterns have resulted in this alley developing may potholes over the years, thereby
substantially increasing maintenance and other associated problems.
Pr000sed Design
The proposed alley improvement project provides for the construction of a concrete pavement
surface 12 feet wide and 6 inches thick in accordance with the City of Hopkins' improvement
policy. The existing concrete alley aprons located on 7th Avenue South and 6th Avenue South
are in good condition and will not need to be replaced. Driveway aprons will be paved
between the new alley surface and the paved driveways with similar material at the top
surface of the driveway. Gravel will be placed in driveway openings in all situations other than
matching concrete or asphalt driveways. There will be no sod restoration on this project. Black
dirt and seed will be placed in all disturbed turf areas along the alley.
The pavement will include a "V" design, slightly depressed in the middle, to channel water
toward the middle of the alley instead of toward adjacent properties. It is also proposed that
the pavement grades be established to direct the drainage to the existing storm sewer
systems located in the current alley and in 7th Avenue South.
Currently, the City of Hopkins is encroaching on private property in this alley with its garbage
collection and snow - plowing operations (Addr: 53 7th Avenue South). It is intended to acquire
an easement over a portion of this lot to allow for city vehicles to maneuver the alley corner
safely. This same lot has drainage problems that can be resolved by making alley grade
changes. Nevertheless, items for an extra catch basin and 8" PVC storm sewer are included in
the preliminary cost estimate as an alternative.
• The concrete paving will stop short of the parking lot and its driveway lane adjacent to the
Hopkins Village Apartments. The fall in grade from the parking lot to the alley is more than
adequate to accommodate proper drainage. Transition from concrete to bituminous will be
provided.
Proposed Funding
It is proposed that the concrete pavement portion of the project be assessed in accordance
with city policy, 80% against abutting benefited properties and 20% against the City of
Hopkins. It is further proposed that the City's share of the project be paid entirely from the
storm sewer utility fund in accordance with city policy.
It has been determined that the fairest method to assess this project is on a lineal footage
basis. It has been further determined that the maximum lineal footage assessment for two
residential corner Tots and one over -sized 150 foot residential lot will be based on 75 lineal
feet. A summary of the estimated costs and assessments are provided below.
