Bid opening for a new Tandem Axle Cab and Chassis was held at Hopkins
City Hall on March 21, 1996. The following four bids were received:

Detailed Backaround
The city currently utilizes three tandem dump trucks and two single
axle dump trucks in the Street division. The dump trucks are used for
snow plowing and sanding, and hauling of various materials such as
snow, dirt, asphalt, leaves, and street sweepings.
Analysis of Issues
Is the award to Boyer Ford Truck for the Model LT8000 Tandem Axle
Cab and Chassis in the best interest of the City?
Public Works staff has reviewed the bids and made our decision
based on the lowest overall cost and compliance to all bid
specifications.
o Is the bid within the budgeted amount?
The City budgeted $66,100 in the 1996 Equipment Replacement
Budget to purchase a single axle dump with a front mounted and
underbelly snow plow. However, after a review of the proposed
uses for this piece of equipment it was decided to change from a
single axle cab and chassis to a tandem cab and chassis. The
reasoning for the change was to add a front mounted wing for snow
removal, in addition to the front mounted plow. This wing would
allow the new truck to remove almost twice as much snow in a
single pass than with only a front mounted plow. Also, by
changing to a tandem axle cab and chassis we can increase the
Gross Vehicle Weight from 35,000 lbs. to 54,000 lbs. This would
allow us to haul about 40% more material without worrying about
the truck being overloaded. With these added benefits there is
also added cost. The cost from a single axle cab and chassis to
a tandem is about $8,500. The addition of the front mounted snow
wing adds another $4,500. By adding the upgrade from single axle
to tandem and including the snow wing assembly, the estimated
overall cost of the completed unit is about $79,100, or $13,000
over the budgeted amount. The extra cost from a single axle to a
tandem axle and the addition of a front mounted snow wing is in
staff's opinion money well spent. The added cost will be
recaptured over the life of the truck by reduced man hours spent
snow plowing and hauling material.
