APPROVE CHANGE ORDER, ENGINEERING SERVICES CONTRACT,
CSAH 3 UTILITY IMPROVEMENTS
Staff recommends that Council approve the following motion: Move to
approve a chancre order in the amount of $1.357.00 and authorize a
revision of engineering contract fees as they relate to the utility
and street improvements in conjunction with Hennepin County
reconstruction of CSAH 3.
Overview.
On February 21, 1995 the City entered into an agreement with MSA
Consulting Engineers to provide professional engineering services for
utility and 2 Street South improvements in conjunction with Hennepin
County reconstruction of CSAH 3. The agreement was based on a
mutually agreed upon scope of work and a not -to- exceed cost of
$13,800.00 The project scope has since increased necessitating the
additional compensation to MSA.

Nature of change order and increased scope.
The original project scope included water and street work on 2nd
Street South from 11 Ave South to 12 Ave South. The scope has
expanded to include, water main installation and street reconstruction
on 2 Street South to 13 Avenue. The estimated construction cost
increased from $99,000 to $163,000
Are the increased fees reasonable?
Yes, the total not -to- exceed engineering services fees for this
project will increase from $13,800 to $15,157. This equates to a
total fee of approximately 9% of construction amount. That is very
reasonable for full services, i.e., design and construction
administration, staking, and inspection.
Staff recommendation.
The additional cost is based on a change in scope and staff feels the
change order is justified. Recommend approval.
