Resolution of Support to the Hennepin County Environmental Response Fund; Imihy CITY OF HOPKINS City Council Report 2025-151 To: Honorable Mayor and Council Members Mike Mornson, City Manager From: Laila Imihy, AICP - Special Projects and Initiatives Manager Date: October 21, 2025 Subject: Resolution of Support to the Hennepin County Environmental Response Fund _____________________________________________________________________ RECOMMENDED ACTION MOTION TO adopt Resolution 2025-061 supporting an application to the Hennepin Country Emergency Response Fund for Central Park. OVERVIEW The Hennepin County Environmental Response Fund (ERF) is a grant program which helps reuse contaminated sites where the added cost of environmental cleanup is a barrier to improvements or redevelopment. It has been long known that some level of contamination existed within the Central Park site due to its former use as an unregulated landfill. As part of the 2026 park renovation, the City is seeking funds from the ERF to support clean up of contamination which was confirmed over the summer through soil borings done by the City’s consultant, Braun Intertec. Clean up of the soil in this park is essential to ensure the improvement of field quality and water quality within the Nine Mile Creek Watershed District. SUPPORTING INFORMATION • Resolution 2025-061 - Resolution of Support for an Application to the Hennepin County Environmental Response Fund Administration CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 2025-061 Resolution of Support for an Application to the Hennepin County Environmental Response Fund WHEREAS, the City of Hopkins intends to clean up contaminated soils at Central Park; and WHEREAS, the City seeks funding through the Hennepin County Environmental Response fund. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Hopkins hereby City of Hopkins approves the Central Park project, for which an Environmental Response Fund grant application is being submitted to the Hennepin County Environment and Energy Department on October 31, 2025 by Special Projects and Initiatives Manager, Laila Imihy.
