CR 96-74 Approve Moline Wellhouse And Treatment Planta April 11, 1996 i APPROVE PLANS, ORDER BIDS MOLINE WELLHOUSE AND TREATMENT PLANT RENOVATION PROJECT #95 -05 Proposed Action. Staff recommends adoption of the following motion: Move that Council adopt Resolution 96 -39 Resolution Approving Plans and Specifications Moline Wellhouse and Treatment Plant Renovation Project #95 -05, and authorizing Bids. Overview. The City Council at its regular January 17 meeting approved concept plans for this project. The concept architectural elements included squaring -off the building, a new brick exterior and metal roofing system. The project also includes landscaping, paving and new pumps, valves and piping (see attached reduced plan sheets). The engineer's estimated construction cost is $598,852.00 The design and construction administration budget is $44,200. The CIP total project budget is $676,500. Primary Issues to Consider. • Project Schedule May 9 Open Bids May 21 Award Bid Jun 3 Construction Start Nov 1 Construction Complete • Water Fund Cash Balance 1996 construction outlays will deplete the cash balance. However, this year's improvements conclude a 4 -year span of heavy capital improvement project expenditures. Stadler, Director of Public Works Council Report 96 -74 ATTEST: CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO. 96 -39 RESOLUTION APPROVING PLANS AND SPECIFICATIONS MOLINE WELLHOUSE AND TREATMENT PLANT RENOVATION PROJECT 195 -05 AND AUTHORIZING ADVERTISEMENT FOR BIDS WHEREAS, The City Council approved project concept design and authorized preparation of construction documents on January 16, 1996, plans and specifications for Moline Wellhouse Renovation have been prepared by RCM, Inc. and have presented such plans and specifications to the Council for approval. NOW THEREFORE, BE IT RESOLVED by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published three times, at least three weeks before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 2:00 p.m., on the 9th day of May, 1996, at City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and city engineer are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids and award contract at the regular City Council meeting of May 21, 1996, in the Council Chambers. Adopted this 16th day of April, 1996. James A.
