Proposed Action.
Staff recommends adoption of the following resolution: Move that Council
adopt Resolution 96 -41, Resolution Setting Hearing Date on Alley Vacation.
This vacation hearing continues action on the proposed reconstruction of an
alley in the #10- #100 Block between 6th and 7th Avenues South.
Overview.
At its April 16 meeting Council continued a public hearing concerning the
reconstruction of an alley in the 10 -100 Block of 6th and 7th Avenues South.
An alternate proposal to complete reconstruction was submitted by the staff
in behalf of a resident who had suggested vacating a leg of the "T" alley as
a means to reducing the scope of the project, project costs, and potential
assessments. Council authorized staff by way of motion to investigate
vacation procedures.
Primary Issues to Consider.
• Vacation procedures
0 Council is called on to adopt a resolution that defines the alley segment to
be vacated and to set a public hearing date for June 4. Notice will be
published twice in the Sailor and mailed notice to residents within a
350 -foot radius of the vacation will be posted. Council is proposed to
convene the hearing on June 4, consider an ordinance of vacation for first
reading and resume the public hearing on alley reconstruction.
The proposed alley improvement will be delayed to August construction.
However, the project then more closely tracks a second alley project the City
plans to undertake. There are advantages to administering and inspecting a
combined project of larger scope.

RESOLUTION 96 -41
RESOLUTION SETTING HEARING ON ALLEY VACATION
WHEREAS, the City Council of the City of Hopkins, Minnesota,
has determined to vacate that part of a public alley
described as follows:
That part of the north one -half of the alley in Block
2, WEST MINNEAPOLIS, lying between the southerly extensions
across it of the east and west lines of Lot 18 in said
Block 2;
Also, the south one -half of said alley in Block 2, lying
between the southerly extension across it of the west line
of Lot 18 and the northerly extension across it of the east
line of Lot 19 in said Block 2, WEST MINNEAPOLIS, said plat
on file and of record in the office of the County Recorder,
Hennepin County, Minnesota.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HOPKINS, MINNESOTA:
1. The Council will consider the vacation of such alley and a
public hearing shall be held on such proposed vacation on
the 4th of June, 1996, before the City Council in the City
Hall at 7:30 p.m. and the clerk shall give published and
posted notice as required by law.
