CR 06-024 Approve Final Desogn Plans, Order Bids Exc Blvd Streetscape Phase III CITY OF - NOPKINS February 2, 2006 Council Report 2006-024 Approve Final Design Plans, Order Bids - Excelsior Boulevard Streetscape Phase III Proposed Action. Staff recommends adoption of the following motion: Move that Council approve the final desian plans for Excelsior Boulevard Phase III streetscape improvements and order bids. Overview. On December 20 City Council approved the 50% design plans for the streetscape improvements along Excelsior Boulevard between 9th Avenue and Highway 169. The consulting landscape architect and engineer, Hoisington-Koegler Group, Inc. has completed final design and now presents them to City Council for approval and authorization to proceed with bidding. If approved, bid opening is scheduled for March 14 and contract award on March 21,2006. Construction is planned to begin in May 2006. Primary Issues to Consider. . Changes since 50% design plan approval - Monument sign at ath Ave/Excelsior Blvd changed slightly to improve readability (lettering set on precast concrete panel vs. solid brick base) - Monument sign at Hwy 169 west ramp/Excelsior Blvd deleted from plan 11th Avenue monument sign and lettering to be raised 1'-6" to increase visibility - Crosswalk markings at ath Ave/Excelsior chosen (10' wide brick pattern duratherm preformed material set into new asphalt paving - see photo on plan set cover page) - "Biobarrier II" weed control system in median planted areas (herbicide- impregnated fabric that inhibits weed root growth in mulched areas, used successfully in City of Chaska - see attached information sheet) Summary of predominant design features: - Create a 10' wide boulevard area with sidewalk on north side of Excelsior Blvd between ath and 9th Avenues by eliminating south row of parking spaces in the parking lot - Trail signs with maps to orient and guide trail users from the south corridor to the north corridor and downtown area via ath Avenue - New city/downtown monument sign at intersections of Excelsior Blvd and ath Avenue Median and boulevard treatments to match Phase I and II Re-planted and mulched areas in the Phase I medians (b/w Shady Oak Road and 9th Avenue) Boulevard irrigation and sod in the Phase I area - Street lighting - Existing overhead electrical lines on the north side of Excelsior between ath Avenue and Hwy 169 to be placed underground New 10-stall parking lot and plaza/park area adjacent to regional trail just east of park/ride lot - Upgraded crosswalk pavement markings at ath Ave/Excelsior Blvd crossings Improved, safer sidewalks with boulevard areas along north edge between Hwy 169 and 9th Avenue - The design also includes street lighting along Excelsior Boulevard just east of Blake Road. This is the Wests ide Village Apartments area. The roadway is minimally lit and there is frequently pedestrian traffic in the area proceeding to/from the bus stops. The additional lighting will make pedestrians on or near the roadway more visible to motorists. There have been two vehicle/pedestrian accidents in this area in the past few years. There was a pedestrian fatality on October 3, 2005. . Project costs The total estimated project cost is $1',955,000. This amount includes a $78,000 contingency and an estimated $100,000 for Xcel Energy electrical undergrounding work. Staff hopes to be able to firm up the undergrounding cost prior to the City Council meeting. . They compete with desi~ed plants for nutrients and water and can cause dangerous, visibility and fire problems. The various traditional methods of dealing with weeds - pulling them by hand, which is not always effective since roots can break and remain; using sprays that can drift into desirable plants or contaminate water; or mechanical weedeating - can place workers in unsafe situations. In addition, the time and money necessary for this kind of constant maintenance can be prohibitive. Biobarrier II Preemergence Weed Control System protects your landscape from sustained weed growth. In fact, we guarantee it for 10 years. Placed on the ground like a landscape fabric and covered with up to two inches of stone, mulch or other cover material, the ~ trifluralin in Biobarrier II is slowly released from the nodules. Trifluralin has been proven by ';over 35 years of agricultural use to prevent weed growth between row crops, and it works because root tip cells cannot divide in the (?resence of trifluralin. The constant release of trifluralin from Biobarrier II creates a narrow ,'(approximately 2 inches) zone on either side of the fabric. Biobarrier II is effective because the . ~ zone of trifluralin extends into the stone, mulch or other cover material. Since weeds are unable to develop a strong root system in the presence of trifluralin, they are unable to survive when their roots reach the zone. Biobarrier II is more effective long-term than any landscape fabric available. Trees and shrubs, which have roots below the trifluralin zone, can continue to grow and support the plant. Because Biobarrier II is porous, water, air and nutrients can flow through it and not disturb the soil's hydrology. The trees and shrubs you want around will still be able to get the ingredients necessary for their good health. Lightweight Biobarrier II is easy to install because it follows ground contours naturally. Simply remove stones, debris and vegetation, and unroll the fabric over the area. Pull Biobarrier II close to the trunks of trees and shrubs; it will not hurt to touch them because the herbicide only affects root tips. Cover it with III two inches of stone, mulch, soil or some other ground cover. Place any leftover fabric in the package it came in, and use the provided tie to seal it to prevent the loss of trifluralin. Complete installation instructions are available and should be followed for proper results. All Around Weed Control Around Trees Weed growth around trees robs them of necessary water and nutrients. In addition, weeds are unattractive and can be harmful since mowers and weedeaters can cause damag'e to trunks if they get too close. Mulch is frequently used to reduce weed growth, but in many cases, too much is used, which can also damage tree trunks. The Biobarrier II Tree Skirt reduces the amount of mulch needed and is pre-cut in two convenient sizes for ease of use. Landscape pins are provided. In Dangerous Locations Controlling weeds in sensitive areas such as '. around highway guardrails, street signs and '. utility substations can put workers in jeopardy, raising the possibility of injury.
