CR 96-92 Equipment Purchase - Lift Station #5• May 16, 1996 Proposed Action. Overview. Supportinq Information APPROVE EQUIPMENT PURCHASE LIFT STATION 15 Council Report: 96 -92 Staff recommends adoption of the following motion: "Approve purchase of pumps and accessories for Lift Station #5 from Waldor Pump & Equipment Company." Design of Lift Station 15 improvements is underway. The project schedule calls for July 16 project award with construction completion by September 27, 1996. In developing this schedule, we recognized the need to order certain long lead time (10 -12 weeks) equipment as a separate city purchase. The equipment is then installed by the construction contractor. Primary Issues to Consider o Was this equipment purchase competitively bid? o Is the purchase of pumps from Waldor Pump in the best interest of the city? o Analysis of Issues o Consultant Engineer Letter o Waldor Pump Propos *1 Steven J. Stadler, Public Works Director Council Report: 96 -92 Page 2 Analysis of Issues o Was this equipment purchase competitively bid? No, Waldor Pump & Equipment is the only Flygt pump supplier in the Midwest. In order to keep our lift station pumps standardized and interchangeable, we insisted on Flygt pumps for this project. Therefore, we could not obtain three informal quotes. However, typical Flygt pump costs are available as Flygt pumps are commonly bid and used in wet well lift stations. The city's engineering consultant has determined that Waldors bid of $9,160 is reasonable and recommends purchase. Is the purchase of pumps from Weldor Pump in the best interest of the city? Yes, it is wise to standardize our pumps for ease of trouble shooting and maintenance. Also, the additional Flygt pumps are interchangeable with Lift Station 14 pumps in case of emergency. The price has been reviewed and determined to be fair and reasonable. MAY -15 -1996 15:51 FROM SEH -MPLS May 15, 1996 Steve Stadler Director of Public Works City of Hopkins 1601 2nd Street South Hopkins, Minnesota 55343 Dear Steve: The design of the lift station is now complete enough to order the pumping equipment. Enclosed is a quotation from Waldor Pump and Equipment Company to supply the pumps and motors for this lift station. The equipment identified would be compatible with your other newer lift stations. In fact, the pumps identified for Lift Station #5 would be interchangeable with those in Lift Station #4 in an emergency situation. The pumps proposed by Weldor Pump are manufactured by Flygt. They are very high - quality pumps and are quite often the choice of utilities personnel or the base bid in an engineer's specifications. The supplier, Waldor Pump and Equipment Company, has an excellent service reputation. Although other pumps available from other suppliers can technically meet the pumping requirements at this location, no other brand of pumps can provide the benefits noted above. In review of the quotation from Waldor Pump, we fmd the pricing to be reasonable. The pricing appears to be representative of what a reputable supplier would bid for pumps of comparable or near comparable quality. We recommend that, for this application, you directly purchase the pump equipment as identified from Waldor and make it available for a general contractor to install later this summer_ Sincerely, aniel R. l3oxrud, P.E. Flygt" submersible pumping equipment for the referenced project. In a meeting with your consulting Engineer, SEM, we discussed interchangeability of our proposed pumps with those currently in 0 operation at the City's Station 14 (Meadowbrook Road). It was decided, because of the difference in the two station's dynamic head requirements, using the same exact pump /impeller was not as advisable as use of the following pump. However, the following proposed pumps can be installed in the existing station44 (or vice versa) with changes in their actual performance being the only difference. Physically completely interchangeable. Our proposal is as follows.
