Analysis.
o Estimated project costs
With a reduced scope of reconstruction, the alley in the
#10-#100 block between 6th /7th Avenues South is estimated to
cost $34,000. The amount to be assessed is projected to be
$27,700. This translates into an assessment rate of
$24.65 /front foot.
The alley in the 100 block between 12th /13th Avenues South is
estimated to cost $35,500 of which $28,400 will be specially
assessed at a rate of $31.00 /front foot.
o Unique construction issues
The alley between 6th /7th Avenues South will be reduced in
scope because one leg of the current alley configuration will
be vacated.
The alley between 12th /13th Avenues South faces problems with
alignment unless a garage now encroaching on alley right -of -way
is either moved or demolished. The owner of the garage is in
the process of making claims against a title insurance policy
for damages. Staff estimates that moving the garage could cost
between $3500- $4000. Should claims against the insurance
company not be handled in a timely manner, staff proposes that
the garage be moved and arrangements made to assess the cost
against the owner in the interim.
The bidding process will include some repair work on current
concrete alleys in disrepair. The costs are for removal and
replacement of sections over bad soils. The costs for this
segment of work are covered under the street superintendent's
maintenance budget.
