CR 96-105 Alley Reconstruction - 96-05/96-061 • • June 11, 1996 Jatn(es Gessele Engineering Superintendent Approve Plans and Order Bids Alley Reconstruction Projects 96 -05 and 96 -06 Council Report 96 -105 Proposed Action. Staff recommends the following motion: Move that Council adopt Resolution 96 -52, Resolution Approving Plans and Specifications For Alley Reconstruction and Authorize Advertising For Bids, City Proiects 96 -05 and 96 -06. Overview. Council at its May 21 and June 4 meetings conducted public hearings concerning reconstruction of alleys in the #10 - #100 block between 6th /7th Avenues South and the #100 block between 12th /13th Avenues South. Details of the feasibility studies were discussed, as well as unique construction issues and potential special assessments. In both cases Council ordered plans and specifications to be drawn up as recommended by staff. Final plans are before Council for approval in order to move on to the bid phase of the projects. O Plans and specifications O Resolution 96 -52 • • Analysis. o Estimated project costs With a reduced scope of reconstruction, the alley in the #10-#100 block between 6th /7th Avenues South is estimated to cost $34,000. The amount to be assessed is projected to be $27,700. This translates into an assessment rate of $24.65 /front foot. The alley in the 100 block between 12th /13th Avenues South is estimated to cost $35,500 of which $28,400 will be specially assessed at a rate of $31.00 /front foot. o Unique construction issues The alley between 6th /7th Avenues South will be reduced in scope because one leg of the current alley configuration will be vacated. The alley between 12th /13th Avenues South faces problems with alignment unless a garage now encroaching on alley right -of -way is either moved or demolished. The owner of the garage is in the process of making claims against a title insurance policy for damages. Staff estimates that moving the garage could cost between $3500- $4000. Should claims against the insurance company not be handled in a timely manner, staff proposes that the garage be moved and arrangements made to assess the cost against the owner in the interim. The bidding process will include some repair work on current concrete alleys in disrepair. The costs are for removal and replacement of sections over bad soils. The costs for this segment of work are covered under the street superintendent's maintenance budget. C W 4. t 10 LE XO. 6 -12-96 I 2 1 ATTEST: CITY OF HOPKINS Hennepin County, Minnesota RESOLUTION NO: 96 -52 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR ALLEY RECONSTRUCTION AND AUTHORIZE THE ADVERTISING FOR BIDS PROJECTS 96 -05 AND 96 -06 WHEREAS, pursuant to resolutions passed by the Council on May 21 and June 4, 1996, plans and specifications for reconstruction of alleys in the #10 -#100 block between 6th /7th Avenues South and the 100 Block between 12th /13th Avenues South have been prepared by MSA Consulting Engineers, and they have presented such plans and specifications to the Council for approval, NOW THEREFORE BE IT RESOLVED, by the City Council of Hopkins, Minnesota: 1. Such plans and specifications, a copy of which are attached hereto and made a part hereof, are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisement shall be published twice, at least twenty -one days before date set for bid opening, shall specify the work to be done, shall state that bids will be received by the clerk until 10 a.m., on the llth day of July, 1996, at the City Hall and that no bids shall be considered unless sealed and filed with the clerk and accompanied by a certified check or bid bond, payable to the City of Hopkins, Minnesota for 5% of the amount of such bid. 3. The clerk and engineering superintendent are hereby authorized and instructed to receive, open, and read aloud bids received at the time and place herein noted, and to tabulate the bids received. The Council will consider the bids, and the award of a contract, at the regular City Council meeting of July 16, 1996. Adopted this 18th day of June, 1996. James A. Genellie, City Clerk Charles D.
