PARKING ON THE EAST SIDE OF 17 AVENUE NORTH
Proposed Action.
Staff recommends adoption of the following motion: Move that Council order no
change to currentparking restrictions on 17 Avenue.
Currently, parking is allowed only on the west side of 17 Avenue North from Main
Street to 4 Street North. It has been this way since 1966 when the road was
originally constructed to the current width of 36 feet. The residents living on the
east side of 17 Avenue are now requesting they be given the opportunity to have
parking in front of their homes. Staff received a petition to this effect signed by 24
homeowners living on the east side of 17 Avenue from Main Street to 4 Street
North. This street is a municipal state -aid street which was reconstructed with state
aid funds in 1991. State aid standards require a street to be at least 38' wide before
parking can be allowed on both sides.

Affect of MN/DOT State Aid Requirements
In order to allow parking on both sides of 17 Avenue, we're required to obtain a
variance to state aid standards. If we simply allowed parking without a variance,
the State would no longer consider 17 Avenue a state -aid street. However, due to
the 1991 reconstruction with state aid funds, we would then be required to pay the
State approximately $230,000. This is 75% of the 1991 state aid funds used to
reconstruct - the percentage is based on there being 15 years of pavement life
remaining of the 20 -year improvement. The State would collect the money by
deducting the amount from our next state aid request.
The MN/DOT variance committee meets quarterly and would consider a City of
Hopkins variance request. In order to improve our chances of a variance, we could
propose to continue to prohibit parking on the east side during the a.m. and p.m.
peak traffic periods of 7 -9 a m and 4 -6 p.m.
• Traffic Considerations
17 Avenue is considered a minor arterial street. This means that the primary
purpose is mobility of through traffic Secondarily, it provides access to local
streets and some direct property access. In order to accommodate parking on both
sides, the street would be comprised of two 7' wide parking lanes and two 11' wide
traffic lanes. State -aid requirements aside, the American Association of State
Highway and Transportation Officials (AASHTO) states that the desirable parking
lane width is 8 feet. The minimum traffic lane width is 11 feet. This is especially
true if there is a fair amount of commercial traffic. Staff has received one letter from
a concerned 17 Avenue resident regarding the high level of commercial truck
traffic.

• Maintenance Considerations
Obviously, any time there is parking on both sides of a major street it is more
difficult to maintain. It will be more difficult to plow snow, sweep, perform
boulevard tree maintenance and provide boulevard brush or bulk pick -up service.
• Council Options
(1) Direct staff to request a MN/DOT variance to allow parking on the east side
of 11 Avenue except during peak traffic periods.
(2) Direct staff to remove 17 Avenue from the state -aid system and pay back
an estimated $230,000 in state aid received for 1991 reconstruction.
(3) Direct staff to request a MN/DOT variance to allow parking on the east side
of 17 Avenue at all times.
(4) Direct staff to not change parking on 17 Avenue, i.e., continue with
parking permitted on the west side only. This is the staff recommendation.

(presently walk/bicycle trail) and for 30 years parking has been permitted on the west
side of 17th Avenue North.

and equality request that parking be permitted on the east side of 17th Avenue North
from Main Street to Trail area (formerly Railroad right of way).
