1996 RESIDENTIAL UTILITY AND STREET IMPROVEMENTS
Staff recommends adoption of the following motion: Move that Council
authorize Change Order No. 1 as it relates to 1996 Residential Utility and Street
Improvements, Proiect #95 -17.
Overview.
Reconstruction of 8 Street South is underway. Reconstruction work included
installation of new 18" and 24" storm sewer pipe and manholes. Due to poor
subgrade soil conditions and storm sewer trench bottom instability, new support
fill for pipe bedding was required. Additionally, a future change order is
expected to cover costs of additional subgrade excavation and granular subbase
backfill on the south ends of 8 Avenue and 7 Avenue.

Analysis of Issues
• What is the justification for the change order?
Correction of the unstable trench bottom was necessary to help ensure
minimum settlement or movement of the storm sewer pipe. Work included
over - excavating 18" below the pipe and installing a bedding of fabric
- wrapped coarse aggregate. One manhole had to be reset, additional 3'
excavation, and installation of lightweight fill.
• What are the costs?
The total amount of the change order is $6,718.80. The additional work was
extensive. City staff viewed some of the additional work and the City's
consultant resident inspector oversaw all work - the additional costs are fair
and reasonable.
• What is the nature and estimated amount of the expected future change order?
The future change order is to pay the contractor for additional excavation
and granular backfill on the south ends of 7 and 8 Avenues. The presence
of unsuitable, organic subgrade soils extended further than expected up 7
and 8 Avenues. Accordingly, these soils must be removed to a depth of 3'
and replaced with granular material similar to what was designed and
constructed under 8 Street South. The estimated cost is $30,000.00.
• Staff Recommendation
Staff concurs with MSA Consulting Engineers' recommendation to approve
change order no. 1. Staff recommends Council authorize change order no. 1.

Attached for your review and consideration is a letter from the Contractor, Hardrives,
Inc., indicating that poor subgrade conditions have created scheduling delays associated
with 8th Street South storm sewer improvements. At this time, the Contractor has not
formally requested a time extension to the contract documents, but has verbally indicated
that the established completion date may be difficult to meet. We expect the Contractor,
upon completing 8th Street South improvements, to re- evaluate this proposed schedule
and submit a request for contract time extension by change order. I have discussed this
possibility, with our on -site inspettor, Mr. Tom Lindabl, to get his position on an
acceptable contract time extension. Considering subgrade difficulties encountered to date.
we would suggest that a 10-day contract extension be adequate.
In addition to construction delays associated with 8th Street South storm sewer
improvements, the Contactor has also encountered similar subgrade conditions under 8th
Avenue and 7th Avenue South. near the intersection of 8th Street South. Existing
subgrade materials primarily consist of fibrous black peat with high compressibility
characteristics, and must be removed and replaced with a granular borrow material in the
- upper three feet of the road subgrade. The contract documents did provide for some
minor subtnade correction work in these areas as necessary to provide a 10 :1 transition,
but did not account for major corrective work which is now obviously required. We have
taken the liberty of evaluating construction costs associated with this correction work and
estimate these additional costs at approximately 330,000.
We would like to make one final comment with respect to utility and street construction
operations associated with the 8th Street, 8th Avenue, and 7th Avenue areas. As you are
well aware, poor subgrade conditions under 8th Street South have dictated that additional

corrective measures be utilized to stabilize new storm sewer installations. Geotextile
fabric. granular foundation materials. and wood chip materials have been utilized. when
required. to provide structural support for new pipe and manhole installations. As
previously discussed. these additional construction measures are not intended to eliminate
all possible settlements, but are intended to reduce and minimize them.

As per our discussion, enclosed please find the letter from Jerry
Stepaniak regarding the changes in the pipe work on the above
referenced project.
Please note Jerry's concern, and also our concern with the change
in construction on the storm sewer along 8th Avenue. After removal of
the Laplace materials, it was decided to utilize 18 inches of rock and
fabric under the pipe as directed by Jeff Voyea of American
Engineering and Testing.
Kirk, we ask that you keep in mind these and the additional
changes involved in this project when looking at the completion date.
Hardrives, Inc. and our subcontractors are committed to complete this
project as efficiently as possible, and as timely as weather permits.
