Proposed Action
Staff recommends adoption of the following motion: Move that
council adopt Resolution 96 -66 recommending approval of Ordinance
96 -789 renaming Excelsior Avenue East /Second Street South to
Excelsior Boulevard.
Overview
Council at its July 16 meeting adopted a resolution calling for a
public hearing to consider a name change for the County Road 3
corridor in Hopkins. The hearing was called in part in response
to name change requests from Hennepin County and the U. S. Postal
Service. Staff has conducted public information meetings to
which all affected property and business owners and residents
were invited. These meetings were held in City Hall on August
14. Staff will report on the results of those meetings within
the context of issues which usually arise from a change in
address.

Primary Issues to Consider
O Basis for name change
During plan development and the plan review process concerning
County Road 3 reconstruction, Hennepin County Public Works
officials were very vocal about the high priority they placed
on a name change for the roadway through Hopkins. Their
concern was the confusion that has arisen from the present
system. A formal request for a change is found in the
transportation division manager's attached letter.
The U. S. Postal Service through its local Hopkins Post Office
has at various times raised the issue of mail delivery
difficulties and confusion because of random use of alternate
names for the County Road 3 roadway. In May of this year the
local post office submitted a formal letter of support for any
action to effect a name change. The local mail carriers have
made deliveries in spite of the obstacles, but the national
USPS National Directory System, relying on a computerized data
base, is encountering problems with the current names and a
numbering system unique to Hopkins but out of synch with
Minneapolis, St. Paul, and Minnetonka. This is significant
because the National Directory is a postal product used by
numerous mailers, law enforcement officials, map makers, and
postal customers.
City staff can attest to the confusion caused by the name and
numbering system. Almost on a daily basis one can count on
visitors or delivery people in Hopkins being lost and seeking
help. Staff would also add its voice in requesting a name
change. (See attached police department memo.)
O Procedures to effect change
Street name changes are processed through ordinance procedures.
Council needs to act on an ordinance in a first and second
reading. The public hearing scheduled for this meeting
satisfies the first reading requirements. A second reading is
scheduled for September 3 and an effective date is projected to
be October 1.
o Property owner issues
Ordinance 96 -788 involves not only a name change, but also
calls for a new number system. The City can assist in
notifying the Hennepin County Taxation Department to arrange a
blanket address change. Unfortunately the remaining burden of
notification falls on the residents. Individually they will
need to notify U. S. West and other utilities, arrange for new
checks and letterhead, and perhaps arrange for changes on legal
documents, mortgages, and owners' titles, and they need to

personally notify any other remaining correspondents to be
assured of mail delivery. For building owners there will be
the additional burden of installing new numbers.
The postal service has agreed to work with the City in
mitigating some of the effects. Staff has proposed that the
name change ordinance take effect January 1, 1997. This gives
residents some time to make adjustments and begin the process
of notification. The postal service supports the City in this
procedure and additionally has promised to deliver mail
addressed under the old mailing system for a one -year period at
no charge. The net result of this is to extend the effective
date to January 1, 1998.

Staff recommends adoption of Resolution 96 -66 and approval for
first reading of the name- change ordinance.

UNIFORMITY OF STREET NAME ALONG CSAH 3
Dear Mr. Gessele:
As you are aware, the County will soon be reconstructing
CSAH 3 between CSAH 61 and 11th Avenue in Hopkins. In
conjunction with the reconstruction, the County will be
replacing street name signs along the corridor. It is
believed that now is the time to examine the various
names used for CSAH 3 through the City and designate one
name only. The County respectfully requests the City
designate CSAH 3 as Excelsior Boulevard, the street name .
used by the Cities of Minnetonka and St. Louis Park.
I look forward to receiving the City's response to the
County's request that CSAH 3 be named Excelsior
Boulevard throughout the City.

Dear Jim.
Thank you for your ongoing discussion between your office and the Hopkins Post Office
concerning addressing difficulties on Excelsior Boulevard.
Our understanding is that Hennepin County has requested the City of Hopkins to adopt a
unified addressing system for Excelsior Boulevard through Hopkins, in coordination with
border cities St. Louis Park and Minnetonka, which already are in compliance.
The USPS National Directory System has also brought these difficulties to the attention of
the Hopkins Post Office. The National Directory is available in various postal products
which are used by mailers, law enforcement, map makers, postal customers, etc.
Following are the difficulties being experienced:
patrons and mailers randomly using alternate names for the same street
(Excelsior Blvd, Street, Avenue, Avenue East, Avenue West, County Road
3, and 2nd St S),
alternating odd and even numbers for the same side of the street
non - sequential numbering, and
interpolation of different addressing systems for adjacent buildings.

Your proposal to pick an advance date to officially reassign addresses along Excelsior
Boulevard will be fully supported by the Hopkins Post Office in accordance with postal
regulations as stated in D.M.M.49 (Domestic Mail Manual) #F010.2.3 (see attached).
The Hopkins Postal Service will deliver mail addressed under the old mailing system for a
one -year period, without additional charge.
The result, hopefully, of this unified system will be improved mail service for our
customers.

Re: County Rd. 3 corridor name change
Upon receiving your memorandum of August 1, 1996, Chief Johnson and Captain Liddy assigned me to
coordinate the police department response and forward our thoughts to you on the subject of name and
number changes for County Road 3. I polled the supervisors and collected the responses of the officers
regarding the County Rd. 3 corridor name and number designations. It is the desire of the Hopkins police
department that the corridor be named and numbered in a manner least confusing to all of its users.
Therefore, we believe that the name "Excelsior Blvd." should be adopted so that the name will be the
same as it is in all other communities through which it passes. We also believe that the numbering system
should be standardized to conform to the numbering systems in other communities using the corridor,
including having the even numbers on the north side of the street and odd numbers on the south side of
the street. This will be less confusing to the public and will permit police, fire and other public service
personnel to more easily find locations, especially during mutual aid situations where departments from
adjacent communities are assisting each other.
A similar name and numbering system has existed on County Rd. 5 (Minnetonka Blvd.) for many years
without confusion. The only problem along Excelsior Blvd. will be the temporary inconvenience and
expense of changing the addresses of residences and businesses along the corridor.

RESOLUTION CHANGING THE NAME OF EXCELSIOR AVENUE EAST/
SECOND STREET SOUTH TO EXCELSIOR BOULEVARD
WHEREAS, Excelsior Avenue East /Second Street South, also
commonly known as County Road 3, its easterly terminus in Hopkins
being its junction with Meadowbrook Road, its westerly terminus
being its junction with Shady Oak Road; and
WHEREAS, there is confusion generated by these names and
their address numbering system being unlike the name and
numbering system used in all other segments of County Road 3; and
WHEREAS, Hennepin County Public Works and the United States
Postal Service have requested a name and address numbering change
in conjunction with proposed roadway upgrades and to eliminate
Mail delivery difficulties; and
WHEREAS, the City Council deems it in the interest of the
general public welfare that the name of Excelsior Avenue
East /Second Street South be changed within the City of Hopkins.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF HOPKINS, MINNESOTA:

recommended for approval.
2. A copy of this resolution and Ordinance No. 96 -788 shall
be filed with the Hennepin County Engineer, the
Hennepin County Auditor, the United States Postal
Service at Hopkins, Minnesota, the City of Minnetonka,
the City of St. Louis Park, and such other officials as
the city engineer of the City of Hopkins may deem
necessary or appropriate to accomplish the purposes
thereof.

AN ORDINANCE RENAMING EXCELSIOR AVENUE EAST /SECOND STREET SOUTH
TO EXCELSIOR BOULEVARD
THE COUNCIL OF THE CITY OF HOPKINS DOES HEREBY ORDAIN AS
FOLLOWS:
Those parts of Hennepin County State Aid Highway No. 3 with the
current name designations of Excelsior Avenue East and Second
Street South within the City of Hopkins be and the same are
hereby changed to Excelsior Boulevard effective January 1, 1997.
Those parts of Second Street South lying between Fifth and Eight
Avenues South and between Eleventh and Thirteenth Avenues South,
being remote thoroughfares from the county road, shall retain
their current designation.
The address numbering system for Excelsior Boulevard shall be the
prevailing Minneapolis system as used in all other segments of
the roadway.
