1996 RESIDENTIAL UTILITY AND STREET IMPROVEMENTS
Staff recommends adoption of the following motion: Move that Council
authorize Change Order No. 2 as it relates to 1996 Residential Utility and
Street Improvements, Project #95 -17.
During construction, unsuitable organic soils were encountered under the
south sections of 7 and 8 Avenues South. In order to provide adequate
pavement subgrade strength, this material had to be removed and replaced
with compacted select granular material, geotextile fabric and draintile. The
subsurface soils report used during design to specify pavement design
requirements stated that the south segments of 7 and 8 Avenues contained
unsuitable soils. The report didn't further specify the extent of bad soils.
However, the consultant didn't include additional subgrade excavation or
back into the design of either avenue. This expected change order was
reported to Council on July 16. At that time, staff estimated the total cost at
$30,000 based on the extent of work necessary on 8 Avenue South.
Unfortunately, the poor soils extended approximately 200 feet further up 7
Avenue. The amount of Change Order No. 2 is $47,821.21.

Analysis of Issues
• What is the justification for the change order?
Correction of the unsuitable subgrade was necessary to ensure adequate
subgrade strength and pavement life.
• What are the costs?
The total amount of the change order is $47,821.21. The cost of the
additional work is based on extending the bid unit prices for subgrade .
excavation, granular backfill and geotextile fabric. The costs are fair and
reasonable.
• Staff recommendation
Staff concurs with MSA Consulting Engineers recommendation to
approve change order no. 2 and recommends Council authorize change
order no. 2.
