CR 96-137 Miscellaneous Special AssessmentsAugust 26, 1996 Proposed Action Staff recommends adoption of the following motion: Move that Council adopt Resolution 96 -69, Resolution For Hearing On Proposed Assessments - Certain Private Improvements and 1996 Miscellaneous Special Assessments. Adoption of this resolution will begin the assessment process for various small projects and delinquent invoices. Overview In addition to assessing delinquent invoices and maintenance of the parking ramp, the council will need to consider small, private improvements undertaken this past year. A provisional assessment roll has been calculated and staff recommends moving on to a public hearing. CITY OF HOPKINS HENNEPIN COUNTY, MINNESOTA RESOLUTION 96 -69 RESOLUTION FOR SEARING ON PROPOSED ASSESSMENTS CERTAIN PRIVATE IMPROVEMENTS & 1996 MISCELLANEOUS SPECIAL ASSESSMENTS WHEREAS, the engineering superintendent, has prepared an assessment roll for installation of fire protection systems at 821 Mainstreet and 17 Eighth Avenue South for utility connection charges at 9 Webster Place and 425 Madison Avenue North, for garage demolition at 1210 First Street South and for 1996 Miscellaneous Special Assessments,and WHEREAS, the city clerk has notified the Council that such proposed . assessments have been completed and filed in his office for public inspection, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HOPKINS, MINNESOTA: 1. A hearing shall be held on the first day of October, 1996, at the City Hall at 7:30 P.M. to pass upon such proposed assessments and at such times and place all persons owning property affected by such improvements will be given an opportunity to be heard with reference to such assessment. 2. The City Clerk is hereby directed to cause a notice of hearing on the proposed assessments to be published in the official newspaper at least two weeks prior to the hearing and to mail notices to the owners of all property affected by said assessments. 3. The notice of hearing shall state the date, time and place of hearing, the general nature of the improvements, the area to be assessed, the total cost of each of such improvements, and that the proposed assessment roll is on file with the clerk and that written or oral objections will be considered. 4. Assessments shall be payable in annual installments over the following periods at the specified interest rate: a) Fire protection systems at 821 Mainstreet and 17 Eighth Avenue South 10 years at 8% b) Utility connection charge at 9 Webster Place - 15 years at 8% c) Utility connection charge at 425 Madison Avenue - 10 years at 8% d) Garage demolition at 1210 First Street South - 10 years at 8% e) Miscellaneous Assessments - due & payable in full in 1 year.
