MOTION TO adopt a proclamation recognizing Small Business Saturday and Holiday in
Hopkins and the 40th anniversary of Hopkins Frame and Design.
OVERVIEW
Small businesses are the backbone of Hopkins and have a significant impact on both
the local economy and vitality of our community. In addition to providing jobs and
essential services, Hopkins’ small businesses contribute meaningfully through
volunteerism, partnerships, and community engagement.
In recognition of the importance of small businesses, the City of Hopkins is partnering
with Hennepin County to encourage residents to support local businesses. The U.S.
Small Business Administration, along with advocacy groups and organizations
nationwide, has designated the Saturday after Thanksgiving as Small Business
Saturday, a day to celebrate and support small businesses and the positive
contributions they make to their communities.
The Hopkins Business and Civic Association (HBCA) has hosted Holiday in Hopkins on
Small Business Saturday since 2009 as a way to promote Hopkins businesses,
encourage visitors, and celebrate the season’s festivities. This year’s Holiday in Hopkins
event will take place from 1:00 p.m. to 5:00 p.m. on Saturday, November 29, along
Mainstreet between 11th Avenue and 13th Avenue. Activities will include s’mores and
fire pits, sleigh rides, a gingerbread house contest, and more. HBCA is also partnering
with ICA Food Shelf to collect donations during the event.
Hopkins Frame and Design is one small business being recognized this year as it
celebrates its 40th anniversary in 2025. Established in 1985 by John and Robin Cooley,
the shop has served thousands of customers across the Twin Cities while remaining
deeply engaged in the Hopkins community. The Cooleys have been active leaders in
local organizations, including the HBCA, Friends of the Hopkins Library, and the
Hopkins Historical Society, and have contributed to initiatives such as Help Hopkins
Bloom and Hopkins ArtStreet, exemplifying the lasting community spirit and creativity
that small businesses bring to Hopkins.

The City recognizes the significant impact that small businesses, such as Hopkins
Frame and Design, have on our community and celebrates the annual Small Business
Saturday and Holiday in Hopkins with this proclamation. Danny McDonald, President
of HBCA and owner of a local State Farm office, and John Cooley, owner of Hopkins
Frame and Design, will accept the proclamation on behalf of the small business
owners in Hopkins. Mr. McDonald will share more about Holiday in Hopkins this
year and Mr. Cooley will speak briefly about his business and its four decades of
service to the Hopkins community.

WHEREAS, the U.S. Small Business Administration, along with advocacy groups and
public and private organizations across the country, have designated the Saturday after
Thanksgiving as Small Business Saturday; and
WHEREAS, small businesses are essential to the strength of our national economy and
to the prosperity of communities across the United States; and
WHEREAS, over 96 percent of businesses in Hennepin County employ fewer than 100
people, reflecting the vital role of small businesses and entrepreneurs in our local
economy; and
WHEREAS, the City of Hopkins celebrates our local small businesses and the important
contributions they make to our community’s economic vitality and unique character; and
WHEREAS, since 2009, the Hopkins Business and Civic Association (HBCA) has
hosted Holiday in Hopkins to celebrate Small Business Saturday, promote Hopkins
businesses, and usher in a festive holiday season; and
WHEREAS, Hopkins Frame and Design, established in 1985 by John and Robin
Cooley, has been a cornerstone of Mainstreet Hopkins for 40 years, providing expert
custom framing and exceptional customer service to thousands of satisfied clients
across the Twin Cities; and
WHEREAS, beyond their business success, John and Robin Cooley have exemplified
civic leadership through decades of volunteer service, including with the HBCA, Friends
of the Hopkins Library, and the Hopkins Historical Society, as well as through
community beautification efforts and public art initiatives such as Hopkins ArtStreet; and
NOW THEREFORE, I, Patrick Hanlon, Mayor of the City of Hopkins in the State of
Minnesota, along with my fellow Council Members, do hereby proclaim November 29,
2025, as Small Business Saturday and Holiday in Hopkins and urge the residents of our
community to support small businesses, such as Hopkins Frame and Design, on Small
Business Saturday and throughout the year.
